Excerpts of Minutes of Meeting of City Council Held February 21, 1985 A duly-convened meeting of the City Council of the City of Oshkosh, Winnebago County, Wisconsin, was held in open session upon due notice on February 21, 1985 and called to order by M�.yor ProP_ P at %:00 P.M. in the Council Chambers, City Hall. The following Council Members were present: Council Members Bernice Teichmiller, Floyd R. Chaoin, Don H. Kutchera, James A. Mather, Kathleen P�. PronD The following Council Members were absent: ('Ot�n^jl Nj°mhc�n5 PO.h,2r� F. i�U:i� fl.;u ^.it¢T'icS J. riLi1SE.'�OSC17 The meeting was opened with the announcement that this was an open meeting of the City Council, .NOtice of this meeting was given to the public at least 24 hours prior to the meeting by forwarding the complete agenda to the official City newspaper, The Oshkosh Daily Northwestern, and to all news media who have requested the same as we11 as po-- sting. Copies of the complete agenda were available for inspection at the City Clerk's office. Anyone desiring information as to forthcoming meetings should contact the City Clerk's office. (Here occurred business not pertinent to the bond issue.) It was moved by Council Member u,utcher� and seconded by Council Member Mather to adopt the following initial resolution: Initial Resolution No. 17 INITIAL RESOLUTION authorizing $31,665,000 bonds of the City of Oshkosh: RESOLVED that the City of Oshkosh, Winnebago County, Wisconsin, borrow an amount not to exceed $31,665,000 by iss;:ir.g it� ge:,e::l CJiiy^ation bo;,ds for the public purpose of refunding obligations of the City, including interest on them. Upon roll call vote, the following Council Members voted aye: Council b:e��bers Chapin, Kutcher�� Mather, Propo and the following voted no: Council NIem.ber Teichmiller i9hereupon, the initial resolution was declared adopted and the Clerk recorded the same. It was moved by Council Member Kutchera and seconded by Council Member Chao9n , to adopt the following resolution: Resolution No. 17A RESOLUTION DIRECTING PUBLICATION OF NOTICE WHEREAS an initial refunding bonds has City; resolution authorizing general obligation been adopted by the City Council of the NOW, THEREFORE, BE IT RESOLVED that to afford residents of the City notice of the adoption of such initial resolution the City Clerk shall, within 15 days, publish a notice to the electors in substantially the following form in the official City newspaper, the Oshkosh Daily Northwestern: 2 _J 0 NOTICE TO BLECTORS OF THE CITY OF OSHKOSH� WISCONSIN NOTICE IS HEREBY GIVEN that the following initial resolution has been adopted at the meeting o£ the City Council of the City of Oshkosh, held February 21, 1985: Initial Resolution No, 17 INITIAL RESOLUTION authorizing $31,665,000 bonds of the City of Oshkosh: RESOLVED that the City of Oshkosh, Winnebago County, Wisconsin, borrow an amount not to exceed $31,665,000 by issuing its general obligation bonds for the public purpose of refundi.ng obligations of the City, including interest on them. This initial resolution will not be submitted to the electors unless within 30 days after recording a petition is filed in the City Clerk's office requesting a referendum. This petition must be signed by electors numbering at least 108 of the votes cast for governor in the City at the last general election. Dated February 22 , 1985. Serwas, City Clerk On roll call vote, the following Council Members voted aye: Council Members Teichmiller, Chaoin, Kutchera, DZather, Proop and the following voted no: none Whereupon, the resolution was declared adopted. It was moved by Council Member r�raFhPr and seconded by Council Member Kutchera to adopt the following resolution: Resolution No. 20A. WHEREAS an initial resolution authorizing not to exceed $31,665,000 general obligation refunding bonds has been adopted by the City Council of the City; and WHEREAS it is in the best interests of the City to negotiate the sale of the bonds with First Wisconsin National Bank of Milcaaukee and Stern Brothers & Co., and associates; NOT4, THEREFORE, BE IT RESOLVED that: 3 Section 1. Sale Date. The City Council shall meet on March 4 , 1985 to take action concerning the sale of the bonds. Section 2. Marketing o:: Bonds. First Wisconsin National Bank of Milwaukee and Stern Brothers & Co., and associates, are hereby authorized to distribute a preliminary offering circular and engage in other marketing activities with respect to the bonds. On roll call vote, the following Council Members voted aye: Council Members Chapin, Kutchera, Mather, Propp (Teichmiller absent) and the following voted no: none Whereupon, the resolution was declared adopted. (Aere occurred business not per'tinent co the bond issue.) It was moved by Council Member Kutchera and seconded by Council Member Mather to adjourn. Motion carried.
