APPROVE AMENDMENT TO PROJECT PLAN FOR TAX
INCREMENTAL DISTRICT NO. 3
INITIATED BY: DEPARTMENT OF COMMUNITY DEVELOPMENT
PLAN COMMISSION RECOMMENDATION: APPROVED 8-0
WHEREAS, pursuant to State Statute 66.46, the City of Oshkosh
has created Tax Incremental District No. 3, Southwest Industrial
Park and approved a Project Plan for TID �3; and
WHEREAS, the City of Oshkosh Plan Commission has prepared and
adopted an amendment to the Project Plan for Tax Incremental District
No. 3 which amends Table III Project Costs, Methods of Financing, and
Time of Cost Incurrance; and
WHEREAS, the Plan Commission has held a public hearing and has
notified the Chief Executive Officers of all local government entities
havinq the power to levy taxes on property within the district, inclu-
ding the school board of any school district which includes property
within the district pursuant to 66.46(e) Wisconsin Statutes; and
WHEREAS, the City of Oshkosh Plan Commission has submitted such
amendment to the Common Council of the City of Oshkosh.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City
of Oshkosh, that:

Such amendment to the Project Plan for Tax Incremental
District No. 3, City of Oshkosh is feasible; and
Such amendment to the Project Plan is in conformity
with the master plan of the City of Oshkosh; and
3. The improvements described in the amendment are
consistent with the goals and objectives of the plan
and are designed to eliminate blight and foster rehab-
ilitation and conservation; and
4. The amendment promotes the orderly development of the City.
BE IT FURTHER RESOLVED by the Common Council of the City of Oshkosh
that the amendment to the Project Plan for Tax Incremental District No.
3 pursuant to the provision of Section 66.46, Wisconsin Statutes, is here-
by approved.

Methods of Financing
The methods of financing will be General Fimd, Short Term I3otes, Special Assess-
meats, and five General Obligation Bond Issues of up to 10 years, all of which
will be repaid from tax reve�ues accuriag to the tas district.
Bonds will be issued, not more than once a year ia an amozmt that caa be
supported by industrial development prospects.

A part of the Northwest quarter (NW 1/4) of the Southeast quarter
(SE 1/4) of Section Thirty-three (33),'Township Eighteen (18)
North, Range Sixteen (16) East, Thirteenth (13th) Ward, City of
Oshkosh, Winnebago County, Wisconsin, containing 3.96 acres of land
and being described by: Commencing at the Center of said Section
33, thence S. 89 degrees 08 minutes O1 seconds E, 1062.35 feet
along the North line of the Southeast Quarter (SE 1/4) of said
Section 33, thence South 00 degrees 42 minutes 32 seconds West,
100.00 feet to the true point of beginning, thence continuing South
00 degrees 42 minutes 32 seconds West 606.68 feet previously recorded as
South 00 degrees OS minutes East in Document #445801 as recorded in

Please be advised that the City of Oshkosh Plan Commission will conduct a
public hearing on Monday, March 11, 1985 at 4:00 P.M. in Room 404 of City
Hall, on an amendment to the project plan for TID #3 Southwest Industrial
Park. Table III Project Costs, Methods of Financing, and Time of Cost
Incurrence will be modified to reflect approximately $80,000 in potential
project costs necessary to facilitate the addition of the new CESA complex
in the Southwest Industrial Park. The amendment is available upon request
from the Planning Department, City of Oshkosh, Room 201, City Hall, or
call 236-5057.
