Also attached for your infornation in the review of these change order items is the backup documentation for each item. Fluor has suLmitted individu�il proposals for eact� of these items. Eacf� of these proposals have been reviewed by IiNTB and are found to be acceptable in the final amounts as indicated on the change order documents. For your use in evaluation of each of these items the following summary has been prepared. A brief description of each item is given along with the reasons for the change. em IJo. 1 This item is for the extra work required to encase the electrical primary ertrance conduits as :hey pass throuah rhe equioment access room. It is a code reyuirement that the electrical conduits be encased throughout their entire run in the interior of the structure until they pass into the station switchgear. The contract plans only showed concrete encasemznt for the cond�its as they passed through the Low �ift Pipe Gallery. Konrad March 18, 1y85 run through a portion of the Equipment Access Room. The contract documents did not show the conduits being encased as they passed through the Equipment Access Room. By letter dated July ll, 1y84 HNTB requested encasement of the conduit. By letter dated February 20, 1985, Fluor Construction Co. forwarded their additional costs for the additional encasement. Y Item No. 2 This item is for the provision of �" diameter galvanized forged eyeoolts at each of the four corners on both of the two smaller roof hatches. These eyebolts are required so that the hatches can be removed by attaching cables to the eyebolts for removal by a hoist. The eye bolts were shown only as four small "tick" marks on the corners of the roof hatches in "roof plan 1" on contract drawing A-2. The architect neglecteu to label the "tick" marks. The eye bolts were also not included in the project specifications. by letter dated November 5, 1984, NNTB requested Fluor to provide the eyebolts. By letter dated February 20, 1985, Fluor forwarded tfieir additional costs for the eye bolts, including installation. Item No. 3 This item is for the extra labor involved in cutting and rewelding the perimeter steel angle in the two small removeable roof hatches. Contract Urawing A-2 calls out the overall width of the two smaller roof hatches to be 6'-6" and ttie roof hatches were also drawn to scale at 6'-6". The perimeter roof hatch steel was fabricated in the shop based on the 6'-6" dimension. After arrival on the site it was determined that the 6'-0" dimension was in error and that thz overaii roor hatch dimension should have been noted as 5'-�". This error required Fluor to field cut and reweld the perimeter steel anyles for both roof fiatches. by letter dated November 13, 1984, HNTB requested Fluor to make ;he necessa ry changes to the roof hatch steel. 6y letter dated Fc�ruary 20, 1985> Fluor forwarded their additional costs for the steel revision. Item No. 4 This item is for the furnishing and installing of additional reinforcing steel in two locations. Tfie first location was for tt�e provision of oversize hook lengths for all horizontal reinforcement members at [he "T" intersections � all interior - 19c - RESOLUTION # 18 Page 3 11r. Gerald F. Konrad March 18, 1985 walls on the low service and high service tanks. The longer than standard hook lengths were required because of the anticipated pressures when one tank is empty and the adjacent tank is full. The requirement for the oversize hook lengths was not called out in the contract documents necessating the change for an extra. The request for the oversize hook tengths was made by HPJTB during the shop drawing review of the reinforcing steel. The second location requiring reinforcing steel was at the revised sump pit in the low lift pipe gallery. Previous change order No. 2 included the plumbing changes required as a result of the DIHLR review. A purtion oT the review required the change in the sump pump system from simplex to duplex. This change necessitated a much larger sump pit which required extra steel both around and below the pit due to the increase in size of the opening in the slab. Fluor submitted the additional costs for the additional reinforcing steel by letter dated February 20, 1985. Item No. 5 This item is for the additioanl labor required to penetrate the north wall of the existing north reservoir @ the location where the new 30" diameter D. I. pipe enters the reservoir. When Fluor Construction Co, commenced with penetration of the north wall of the reservoir it was found that the wall was 38" thick. The as built drawings for the north reservoir indicate the wall thickness to be 18" thick. Because of the extreme thickness of the wall Fluor found it necessary to contract with a specialty subcontractor to penetrate the wall. In addition Fluor personnel expended 83 manhours completing the penetration. HNTki believes that Fluor is entitled to additional compensation for the wall penetration work because they could not have anticipated the level oi eftort requircd durirg the bidding phase of the project. HNTB recommends that the cost of the specialty subcontractor and 40 hours of Fluor's labor time be authorized as an extra. Flcor submitted the additional costs for the extra labor and equipment required by letter dated February 25, 1985. item No. 6 This item is for the furnishing and installing of 232 linear feet of 2" x 2" x 1/8" angle required for installation of the vertical portion of the metal decking on the east and west sides of the station. The 2" x 2" x 1/8" steel angles should have been shown on the structural portion of the contract drawings but were not included. — 19d — RESOLUTION # 18 Page 4 Mr. Gerald F. By letter dated February 20, 1985> Fluor submitted their extra costs for furnishing and i�stalling the angles. Item No. 1 items the folowing summary each item is given along This item is for the provision of two additional 20" diameter 90� MJ fittings and all necessary appurtances required to connect the two new 20" diameter high service discharge lines with the existing ?4" high service PCCP water main. The existing 24" main is l�cated at an elevation approximately six feet deeper than the elevation at which the two new 20" discharge mains exit the new pump station. The contract plans did not provide indication of the six foot difference in elevation between the two lines. As such, tiie contractor could not have included the furnishing and installation of *he two 90° fittings in his bid. . Konrad HNTB feels that a better installatio� is being provided with installation of the two fittings than requiring the contractor to bend the pipe at each joint in order to make up the six foot difference in elevation. HNTB requested Fluor to proceed with the installation of the fittings by memorandum dated December 13, 1985• By letter dated February 15, 1985, Fluor submitted the cost proposal for the extra work.. Item No. 2 Item No. 2 is for the provision of insulation over the lz" sump discharge line running from the new pump station to existing sanitary manhole on the east side of the filtration plant. The contact documents cailed for the installation of the sump line with a minimum of six feet of cover but without any insulation over the line. Upon commentement of installation of the line Mr. Melvin Keiffer, superintendent of the filtration plant,advised that he belived the line would freeze if installed according to plans because the City has experienced water main freezes in roadway areas of up to seven feet in depth. Given this information and the fact that the flow through the sump line is intermittent it seemed prudent to provide insulation over the sump line in order to insure that the line would not freeze. By letter dated November 15, 1984, HNTB requested Fluor to furnish the insulation. By letter dated February 25, 1985> Fluor forwarded the extra costs associated with the insulation installation. Item No. 3 This i[em is for the additionai iaour and material necessary to dewater the existing 30" PCCP intake line running from Millers Bay to the filtration plant. Dewatering was necessary in order to be at,le to proceed with the necessary connections to the new pump station. The contract documents indicated that the contractor could plug the intake end of the existing 30" intake line in order to make the required connections between the intake line and the pump statien. Upon plugging the end of the li�e it was found that leakage into the line was in excess of 200gpm. It is beieved that there must be a break in the line tvhere it crosses under the channel upon exiting Millers Bay. In order to make the required connection5 the contractor I'ad to provide pumps, generators and associated labor to remove the excess water from the line. All of the pump;ng had to be done from the Millers Bay end of the intake line. HtJTB believes that Chis was extra work teyond the s::ope of the original contract documents. Konrad Item No. 4 This item is for the additional labor and materials necessary to reroute the new 30" D.I, pipe connecting the high service pipes in the new pump station with the existing north reservoir. The line could not be installed as shown on the original contract documents because the existing 24" lake intake mains were found to be located in a position other than that indicated by existing as built drawings. The twin intake mains were found to be located almost directly beneath the existing 24" high service main instead of the indicated approximate six foot horizontal separation distance. Actual existing conditions prevented installation of the new 30" D.I. pipe and alternate route had to be devised requiring additional pipe materials and associated labor. By letter of transmittal dated November 30, 1985, HNTB forwarded the revised routing for the 30" line. By letter dated February 25, 1985, Fluor forwarded the extra costs associated with the line rerouting.
