COUGHLIN has served as Winnebago County since 1977; and RESOLUTION WITHDRAWN ) SUBMIT2ED BY A?P?iOYED WHEREAS, JAMES P. COUGHLIN has served as a member of the Winnebago County Board and on numerous County Board committees from 1972 to 1977, including being Chairman from 1973 to 1977; and WHEREAS, JAMES P. COUGHLTN is the only person in the history of the State of Wisconsin who has served as President of the Wisconsin County Associakion in 1976, and of the Wisconsin League of Municipalities in 1968; and WHEREAS, through his faithful and dedicated service, JAMES P. COUGHLIN has materially benefited all cities and villaqes in the State of Wisconsin and more specifically, Winnebago County; and WHEREAS, the City of Oshkosh has greatly benefited from the improvements at Wittman Field, the provision of the county landfill, the commencement of a county-wide ambulance system, the construction and operation of a county/city public safetp building, the coordination of emergency services through the "911" emergency communications center; the gaining of the Experimental Aircraft Association headquazters and museum; the modifications to the general telief inedical payments, and many other programs which benefited all citizens of Oshkosh; NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that JAMES P. COUGHLIN is hereby commended for his most faithful and dedicated public service to the State of Wisconsin, Winnebago County, and to the City of Oshkosh; and BE IT FURTHER RESOLVED that Sunday, April 21, I985, is hereby proclaimed as: "JAMES P. COUGHLIN DAY" and hereby urge the citizens of Oshkosh to giv2 special recognition to a man who has been a very dedicated, concerned, and generous person; and BE IT FURTHER RESOLVED that this resolution is given to JA�IES P.
