APPROVE AGREEMENT WITH THE OSHKOSH LAO/HMONG ASSOCIATION
PLANNING AND RESEARCH DIVISION
BE IT RESOLVED by the Common Council of the City of Oshkosh, that
the proper City officials are hereby authorized and directed to enter
into the attached agreement with the Oshkosh Lao/Hmong Association to
provide funding in an amount not to exceed $20,000 for the period of
June 1, 1985 to May 31, 1986.
BE IT FURTHER RESOLVED that the monies for the stated purpose, are
hereby appropriated from Account No. 321-430 Community Development Block
Grant Funds.

AGREEMENT
The Oshkosh Lao/Hmong Association Inc_ and the City of Oshkosh, agree as follows:
1. The City shall:
A. Provide funding of $20,000 to the Oshkosh Lao/Hmong Asso.ciation
for the purpose of personnel and office expenses for the 12-
month period between June 1, 1985 and May 31, 1956. �
C1) Funding for the period June 1, 1985 to May 31, 1986
shall be paid with the 1985-86 allocation of
Community Development Block Grant funds. Should
said Community Development B1ock Grant funds not
be received by the City of Oshkosh or should the
Federal Housing and Urban Development Department
determine this activity or the sub-recipient to
be ineligible for funding, this agreement sha11 be
nu11 and void.
(2) Funds to be released monthly, in advance, upon
receipt of proper invoice.
B. Provide a general consulting service and assistance in writing
and seeking grants to the Oshkosh Lao/Hmong Association via the
cooperation of various City of Oshkosh staff inembers.
C. Seek to encourage other agencies and private organizations to
donate and/or coordinate their respective services with the
Oshkosh Lao/Hmong Association's Mutual Assistance Cen[er.
2. The Oshkosh Lao/Hmong Association Inc. sha11 provide the following:
A. BILINGUAL REFUGEE OUTREACH
Staff will provide information and referral services in the
refugees native language to see that eligible refugees
receive the necessary health, education, and human services they
are entitled to receive. The Mu[ua1 Assistance Center will pro-
vide bilingual counseling, advocacy, interpretation for the
courts, doctors, schools, and other Oshkosh agencies. The estab-
lishment of a womens group to begin [o actively address their
needs and concerns. Mutual assis[ance Center staff will promote
and encourage the "marketability of �he native arts and crafts".
The Director wi11 explore [he feasibility of the development of
a cul[uraliy appropriate day care center or services for refugee
children while their parents attend English or employment classes.
OBJECTIVE: To compliment existing programs
attempting to remove cultural
barriers from employment opportunities
and community services and to generally
assist the refugees movemen[ towards
seif-sufficiency.

B, EMPLOYMENT SEAVICES

METHODS: Staff will host a minimum of two meetings
per month with local employecs and Sob
Service representatives selected by the
Board of Directors and the Volunteer
Association to identify possible job
opportunities, the most needed�job skills
in our area, and seek advice on the avail-
ability or developmenC of trianing programs.
A written progress report will be developed
by the Director as a result of each of
these sessions that describes the informa-
tion received.
Staff wili arrange to bring in speakers/
trainers �UW-Oshkosh, Fox Valley Tech.,
Job Service), to talk to or teach 10-20
refugees who are actively seeking employ-
ment, abou[ needed employment skills, A
minimum of six �6) sessions will be scheduled
in 1985.
The Director and the Associa[ion wi11 renew
a Purchase of Service Agreement �upon funding
approval from a Foundation) with Job Service-
WEOP, to hire a Southeast Asian refugee assis-
tant who will seek to find 24 jobs for the
Lao/Hmong individuals within a one-year period.
The Director will be required to prepare an
annual report for the Board of Directors
identifying attendance levels, topics covered
and a summary of individual evaluation sheets
to be completed by those in attendance. The
Director wi11 also record the actual number
of people who were able [o find employment
as a resu2t of these meetings or who enrolled
in training programs.
JOB COACHING: Staff will work closely with Job Service and
Fox Valley Tech., to prepare those 10-20
' individuals, who were identified in our
Needs Assessment Survey as actively seeking
employment, for job interviews, expectations
at the work place, and assist individuals
in adapting to their work environment.
OBJECTIVE: To increase [he employment level of the
target population by identifying local job
opportunities, job skill requirements, and
training oppor[unities. An attempt will be
made to find jobs for 10-20 people and
encourage a minimum of 10-20 people to enroll
in training programs.

C. EDUCATIONAL: The Director of the Oshkosh Lao/Hmong
Association will work with members of the
Oshkosh Fox Valley Tech. Institute to schedule,
at flexible and convenient times, additional
ins[ructional hours for English classes during
the 1985 to 1986 program years to teach, at
� a minimum, 10-20 Hmong and Laotian people to
Learn, speak, and write basic English which
will be measured by each par[icipant being able
to successfully enroll and complete at least
three (3) semesters of English.
D_ HOME MANAGEMENT: The Director of the Oshkosh Lao/Hmong
Association wi11 arrange for speakers
�Wisconsin Public Service representative,
Commercial Bank Officer, Oshkosh Public
Health Nurses and local tax advisors), to come
to the Mutual Assistance Center to speak to
the refugees on the subjects of: utility
usage, money management, nutrition, food
preparation, and tax filing, at leasi three
(3) times during the 1985 program year
�June lst to May 31st).
E. COPfMUNITY RELATIONS: The Oshkosh Lao/Hmong Association and its
Director will organize a Speaker's Bureau
�of 4 to 6 people), to inform the Oshkosh
community about the refugees. The speakers
wi11 taLk to one group (church or civic) per
month, at a minimum, during the balance of
the 1985-86 program year.
F. HOUSING ASSISTANCE: The staff and an Oshkosh Aousing Authority
representative, wi11 assist 30 clients in
encouraging landlords to upgrade substandard
rental housing. Letters will be sent to
landlords to inform them of [he Mutual
Assistance Center services. Every two (2)
months, the staff wi11 contact landlords to
ensure good relations. The Director will
report the number and types of comments
received during these conversations to the
. Board of Directors.
G. TRANSPORTATION:
METHOD: The Director, with the aid of volunteers and
the Oshkosh Transit Director, will arrange
for transportation for 30 clients who lack
transportation means in cases of emergency
and for clients who would like to attend
social gatherings and educational workshops.
Volunteers will also teach these 30 clien[s
how to use the public transportation system.
At the end of the program year, the Director
will survey these identified clien[s [o
determine their levels of satisfac[ion.

OBJECTIVE: To increase the use of the Oshkosh Transpor-
tation System (OTS) by 30 members of the
Lao/Hmong communiiy.
H. MAINTENANCE OF COMMUNITY CENTER
METHOD: The Lao/Hmong Association and its Director
will seek additional funding on a continuing
basis from private foundations, coporations,
governmental agencies, and civic organizations,
to maintain [he general operation and admin-
istration of its Mutual Assistance Center,
which serves as the hub and focal point for
all future self-sufficiency programs. While
the Center may be viewed as just an office,
it is really the activities generated chere
and radiated from there tha[ form the heart
of the Center. The administrative functions
.of the Mutual Assistance Center sha11 be in
compliance with standard administrative pro-
cedures. In this regard, the Oshkosh Lao/
Hmong Association wi11 organize and maintain
a centralized filing system in the Mutual
Assistance Center. Institute an accounting
system geared towards matching the reports
required by the grants received by the
Association. Establish the necessary proce-
dures to develop an internal cash management
system_ Formulate a personnel policy for
the employees of the Oshkosh Lao/Hmong
Association.
OBJECTIVE: To deliver more resources to the clients in
an efficient and professional matter.
I. VOLUNTEER RECRUITMENT: The Director will develop a volunteer program
whereby community residents will be encouraged
to contribute their time (500 hours) in
assisting the Mutual Assistance Center. A
recruitment drive will occur three (3) times
a year and the Director wi11 contact civic
groups, universities of Wisconsin, churches,
� and the Fox Valley Tech. School.
J. INTERAGENCY COOPERATION: The Director will establish a cooperative
agreement with Refugee, Migration and Hispanic
Services of the Diocese of Green Bay and
Oshkosh Job Service-WEOP.

3. In addition to providing the above named services and functions, the
Oshkosh Lao/Hmong Association agrees to accept the following responsibilities:
A. QUARTERLY MONITORING REQUIREMENTS:
Every four i4) months, an assessment will be made internally by
the Oshkosh Lao/Hmong Association Inc_, determining if the Mutual
Assistance Center is accomplishing its objectives. A comparison
will be made between the Mutual Assistance Cencer's achievements
and its proposed objectives as stated in this agreement. A
statement of evaluation wi11 be sent to the City of Oshkosh within
thirty (30) days following the completion of a quarter (September,
January, May; lst Quarter: June - September; 2nd Quarter:
October 1- January 31; 3rd Quarter: February 1- May 31), out-
lining how the projected program achievements compare to acival
achievements (i.e. number of neople served).
B. FINANCIAL REPORTING:
Every sixty (60) days, the Direc[or of the Mutual Assistance
Center will provide the Board of Directors and the City of Oshkosh
with a current financial statement or report. The Oshkosh Lao/Hmong
Association will also provide the City with a copy of the annual
audited financial statement_
C. INSURANCE: FINANCIAL RESPONSIBILITIES
il) The Oshkosh Lao/Hmong Association Inc. agrees to and does
hereby hold the City harmless and does hereby indemnify the
City against any claims or demands of any person arising by
reason of the�Oshkosh Lao/Hmong Association Inc.'s operation
of the Mutual Assistance Center or any of said services to
be offered.
(2) The Oshkosh Lao/Hmong Association shall carry the requested
workmen's compensation insurance, property damage insurance,
bodily injury liability insurance, and maintain the appro-
priate employee benefit programs required by 1aw.
�3) The Oshkosh Lao/Hmong Association shall require that any
claims arriving from said operations sha11 be handled by
the Oshkosh Lao/Hmong Association Inc. or its insurance
�carrier and said parties shall defend the City in any
litigation arising from such claims, and pay any judgements
obtained in any such litigation.
D. PERMITS AND LICENSES:
She Oshkosh Lao/Hmong Association shall obtain and pay for all
required permits and licenses in its operation of this service.

E. AMENDMENTS TO THE AGREEMENT:
Whenever either the City of Oshkosh or the Oshkosh Lao/Hmong
Association are unable to meet their full responsibility under
the terms of this Agreement, adjustments to this Agreement may
be mutually agreed upon with the written amendments attached
to the original Agreement.
F. HUD RESPONSIBILITIES:
Funds to be provided by the City have been received from the
Housing and Urban Development Department. The Oshkosh Lao/Hmong
Association further agrees to provide and maintain any and all
documents required by the Federal regulations.
