INITIATED BY: DEPARTMENT OF PUBLIC WORKS
BE IT RESOLVED by the Common Council of the City of Oshkosh
that the attached Supplemental Task Order No. 3A to the Agreement
dated Apri1 17, 1981, between the City of Oshkosh and Howard Needles
Tammen & Bergendoff for Professional Services Relative to the Water
Filtration Plant is hereby approved.
BE IT FURTHER RESOLVED that money for this purpose is hereby
appropriated from: Account No. 810-701 - Water Utility, Construction
in Progress.

Dear Mr. Konrad:
In reaponse to your request, I am enclosing three copiea o£ our proposed
amendment to Supplemental Task Order No. 3, structured as Supplemental Task
Order No. 3A. This amendment authorizes an additional $'10,000 to cover the
continuing monitoring of the xater treatment pilot plant and eztenda the
time £or another year. If this amendment is approved, xe would intend to
continue our invoicing under our job number %323-25 and your Account No.
- 8'1070'I, since this is a continuation of that xork.
The work scope is the same as Supplemental Task Order No. 3, hoxever, we
have omitted Items 2.1 and 2.2. These covered the pilot plant desk top
evaluation o£ treatment processes and the design, which have been fully
completed. Since the City is continuing assembling additional pilot plant
elements, xe xill provide our assistance xith this effort as xell as
continuing our monitoring e£forts of the pilot plant operation.

FOR PROFESSZONAL SERYICES RELATZVE TO
PUBLIC wATER SUPPLY REQUIREMENTS
FOR
THE CZTY OF OSHKOSH
3A-1.0 Purpose
The purpose of this Supplemental Task Order amendment is to
revise the scope, schedule and payment provisiona Yor engi-
neering services outlined under Supplemental Task Order No.
3, namely: the continuing evaluation o£ treatment processes
at the Water Filtration Plant.
3A-2.0 Scope
The Consultant xill provide the £ollowing engineering
services £or improvements to the Water Filtration Plant:
3A-2.1 Provide engineering assistance to the City staff
With the assembly and atart-up of additional pilot
plant units.
3A-2.2 Continue monitoring the operating performance of the
pilot plant. City ata£f xill operate the pilot
plant and xill provide operating records.
3A-2.3 Prepare a report documenting the pilot plant
evaluation process and propose design parameters for
an expanded xater treatment plant.
3A-3•0 Schedvle
The engineering services under this Supplemental Task Order
amendment shall commence upon receipt by the Consultant oi
an executed copy of this Supplemental Task Order amendment,
and shall be completed by April 30, 1986.

3A-4.0 Payment
Payment to the Conaultant for work performed under this
Supplemental Task Order amendment shall be an additional
$10,000 to the amount authorized under Supplemental Task
Order No, 3, for a new total amount not to ezceed $40,000
xithout prior xritten approval by the City, and ahall be on
the basis of direct labor coats times a multiple of 2.6,
plua direct eapenae.
3n-4.1 Direct labor costa are de£ined as the actual
ealariea and Hages paid to the employeea oY the
Consultant directly attributable to the project.
3A-4.2 Direct espenaes are in addition to compensation to
the Consultant for his direct services and include
expenditures made by the Conaultant, hia employees
or his aubconsultants in the intereat of the proj-
ect. Direct expenses include but are not limited
to:
3A-4.2.1 Eapense o£ transportation, subsistence and
lodging xhen traveling in connection xith
the project.
3A-4•z•2 Ezpense of all reproduction, postage and
handling of drawings, apecifications,
reports or other project-related xork
products o£ the Consultant.
3A-4•2•3 Expense of computer time including charges
for proprietary programs.
