AITEi IMPROVEMENTS TO THE SEfiERAGE SYSTEM
9-1.0 Purpose
The purpose of this Supplemental Task Order is to establish scope,
achedule and payment provisions for engineering assistance during
bidding of sexerage system facilities construction contracts, revi-
sion of the existing Aastewater User Charge System, and preliminary
construction surveying as more specifically described herein.
9-�.'1 Consultant shall not commence xork on any task defined by
this Task Order agreement imtil authorized by the City.
9-1.2 Agreement by the Citq to the provisions of this Tesk Order
does not obligate the City to the Consultant for f\uiding or
authorization of any portion of this xork until such time
that the City authorizes the rrork defined herein.
9-1.3 The Consultant shall not retain the aervices of any Subcon-
sultant for assistance with the tasks described herein rrith-
out authorization by the City of Oahkosh.
9-2.0 Scope
The scope of the xork to be performed imder this Supplemental Task
Order ehall be in accordance with the general provisions described
in the Agreement betxeen the City of Oshkosh and Hoxard Needles
Ta�en & Bergendoff, dated June 20, 1979. These services are
defined in Articles 2.'1.4, Construction Phase, end 2.2 Additional
Services, to the Agreement, and apecifically described as folloxs.
9-z.1 The CANSULTANT xill provide the folloxing engineering ser-
vices under this Supplemental Task Order:
9-2.1.1 PROJECT MANAGEMENT - Consultant shall provide over-
all management services to assist the City in the
Phase 1B preliminary construction surveying, bid-
ding, evaluation, and axard phases of the Sexer
System Rehabilitation Program, and in development of
e ltasteWater Uaer Charge System.

9-2.1.2 USER CHARGE SYSTEM REVISION - Consultant shall
assist the City to bring the ezisting user charge
system into compliance xith current regulations, end
in accordance xith the requirements of Kisconsin
Administrative Code NR 128.11(9).
9-2.�.3 PRELIMINARY CONSTRUCTION STAREOUT - Consultant shall
determine en provide markings for all atructures
propoaed in Construction Contracts 86-0¢, 86-05 and
86-06 of the Ses+er System Rehabilitation Program
Phase 1B portion for coordination with existing
locations of public and private utilities as deter-
mined and marked by the respective responsible
utility oxners. The Consultant shall also verify
existing surface elevationa at proposed structure
locations.
9-2.'1.4 CONTRACT BIDDING - Consultant shall assist the City
xith advertisement and bidding of Construction
Contracts 86-04, 86-05 and 86-06 of the Sewer System
Rehabilitation Program, Phase 'IB, including the
folloxing activities:
a) Consultant shall assist City xith finalization
and publication of Bid Advertisements for the
above construction contracts.
b) Consultant shall respond to bidders questions
and commenta, and document both questions and
responses in rrriting.
c) Consultant ahall easist the City in preparing
and issuing addenda to the above conetruction
contracts as necessary.
d) Consultant ahall aesist the City in conducting
one combined pre-bid conference for the above
construction contracts Yor the purpose of ez-
changing relevant information xith proepective
biddera, and also in conducting a bidders' open
house inepection of eaiating pump station facil-
ities planned to be demolished under Contracta
86-04 and 86-05.
e) Consultant shall deliver one (1) reproducible
copy of Contract Documents to the C1ty for each
of the three (3) above construction contracts.
Reproduction and distribution of Contract Docu-
ments £or the above construction contracts is
not included within the acope of this Supple-
mental Task Order and xill be the responsibility
of the City.

9-2.1.5 CONTRACT EVALUATION AND AWARD - Consultant shall
assist the City xith evaluation and award of Con-
struction Contracts 86-04, 86-05 and 86-06 of the
Sexer System Rehabilitation Program, Phase 1B,
including the following activities:
a) Consultant shall assist the City xith bid open-
ings for each of the above construction con-
tracts, and evaluation of the bid packages based
on bidd3ng requirements established by the
Contract Documenta.
b) Consultant shall assist the City in preparation
of Recommendations of Axard of each of the above
construction contracts, fcr submittal to the
granting agency for reviex and approvel.
c) Consultant shall assist the City in providing
additional information required by the granting
agency £or purposes of nevierr of the Recommend-
ations of Axard and issuance of a notice of
Ready-to-Allocate Hisconsin Fimd Grant monies.
d) Consultant ahall assist the City in axarding the
above construction contracta as approved bq the
granting agency.
9-3.0 Schedule
The xork imder this Supplemental Task Order ahall commence upon
receipt by the Consultant of an executed copy af the Supplemental
Task Order, and irritten authorization to proceed from the City to
the Consultant. The bidding related services to be provided herein
xill conclude upon the axard of the Construction Contracts. Revi-
sion o£ the 4iastexater User Charge System activity xill conclude
upon DNR approval of the resultant report. Preliminary Conetruction
Survey activities xill conclude xhen sll required locations have
been marked, and elevation data recorded.
9-4.0 Small or [iinority Business Enterprises (MBE)
Txo SBE Subconsultants xill be z+etained to assist in user charge
related xork and preliminary construction surveying activities. The
proposed aubconsultant for user charge system xelated xork is John
A. Mayer Asaociates, and the proposed aubconsultant for the pre-
liminary construction survey is J.E. Arthur and Associates, Znc.
9-5.0 Payment
9-5.1 Payment for the xork defined imder this Supplemental Task
Order, and under all subsequent Subtask Orders, ahall be on
the basis of a cost plus fiaed fee in accordance with the
general provis3ons described in Article 8.1.1 of the Con-
sultant Services Agreement betxeen the City and Consultant

dated June 20, 1979. Total charges for this Supplemental
Task Order will not exceed $30,702, unless agreed to in
xriting.
9-5.2 The estimated direct labor costs, indirect costs, other
direct costs, and profit xill be itemized in the Supplemental
Task Order COST OR PRICE SUPII�IARY FORMAT FOR SUBAGREEMENTS
UNDER AISCONSIN FUND GRANTS form, and on the attachments
incidental to those forms.
IN {iITNESS iiHEREOF, the parties have caused this Supplemental Task Order
No. 9 to be ezecuted the year end the day belox xritten by their proper
officers and representatives.

BE IT RESOLVED by the Coffiuon Council of the City of Oshkosh that the
attached Supplemental Task Order No. 9 to the Agreement dated June 20, 1979,
between the City of Oshkosh and Howard Needles Tammen & Bergendoff for Con-
sultant Services in connection with improvements to the sewage system is
hereby approved.
