PURPOSE: AMEND ADMINISTRATIVE ORDINANCE AND CREATE GRAND
OPERA HOUSE ADVISORY BOARD
INITIATED By: CITY ADMINISTRATION
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING CHAPTER 2 OF
THE REVISED MUNICIPAL CODE PERTAINING TO THE ADMINISTRATION OF THE
CITY OF OSHKOSH
The Common Council of the City of Oshkosh do ordain as follows:
Section 1. That Section 2.53 of the Revised Municipal Code
pertaining to Composition is hereby amended by adding thereto the
following:
(E) Centre/Grand Division
Section 2. That Section 2-59 of the Revised Municipal Code is
hereby created to read as follows:
SECTION 2-59 CENTRE/GRAND DIVISION
Centre/Grand Division shall be under the supervision of the
Centre/Grand Director who shall be responsible for the
successful promotion, administration, and maintenance of all
functions of the Oshkosh Convention Centre and the Grand Opera
House, under the general supervision of the Director of Parks.
Section 3. That DIVISION 7. OSHKOSH GRAND OPERA HOUSE BOARD
Sections 2-92.01 through Section 2-92.08 are hereby repealed.
Section 4. That Section 2-113.3 is hereby created to read as
follows:
SECTION 2-113.3 ADVISORY GRAND OPERA HOUSE BOARD
There is hereby created an Advisory Grand Opera House Board
with powers, duties and qualifications as set forth in the
followinq subsections:
(A) COMPOSITION; TERM
The Oshkosh Advisory Grand Opera House Board shall
consist of eleven (11) members who shall be appointed by
the Ma}or and confirmed by the City Council for a term of
three years commencing on May 1; initially four members
shal l be appointed for a term of three years, four
appointed for a term of two years and three appointed f.or
a term of one year, and thereafter each member shall be
appointed for a three year term and until his successor

is appointed and qualified. The City Council or the
Board may from time to time establish sub-committees for
specific purposes as determined by the City Council or
Board. Sub-committee appointees shall be appointed by the
President of the Board and confirmed by the Board.
(E) MEETINGS & PROCEDURES
The Advisory Grand Opera House Board may adopt rules for
its government and procedure. The Advisory Grand Opera
House Board shall hold regular meetings at least once a
month at a regular time and place, to be fixed by the
Board. Such meetings shall be open to the public.
Special meetings may be called by the President of the
Board upon written notice mailed to each Board member.
At all regular and special meetings, six (6) Board
members shall constitute a quorum for the transaction of
business.
(C) PRESIDING OFFICERS
The Board shall elect from its members a President, Vice-
President, and Secretary. The President shall preside at
all meetings and shall have the usual powers of President
in such case. In the absence or disability of the
Pcesident, the Vice-President shall exercise the powers
of the President. The Secretary shall exercise the usual
functions of secretaries and shall keep the minutes of
the Board's meetings.
(D) FUNCTIONS OF ADVISORY GRAND OPERA HOUSE BOARD
The Advisoxy Grand Opera House Board is empowered to
advise and assist the City Parks Director, City
Administration, Common Council in planning and developing
the on-going operation of the Oshkosh Grand Opera House.
(E) The City Treasurer shall set up an account on his books,
known as "The Oshkosh Grand Opera House Trust Fund." All
gifts or contributions, or the proceeds therefrom in the
foxm of money, shall be deposited with the City
Treasurer, all such deposits to be credited to said
Oshkosh Grand Opera House Trust Fund. All expenditures
from said fund shall be solely for the purpose of adding
to or improving the Grand Opera House, and shall be spent
solely with the approval of the Oshkosh City Council.
Section 5. That Section 8-8.1(2)(A) and (B) of the Revised
Municipal Code is hereby amended to read es follows:
(A) Membership and Terms
The Mayor, subject to confirmation by the City Council
shall appoint a seven member Oshkosh Tourism and Conven-
tion Committee to cary out the purposes of promoting
convention and tourism business in the City of Oshkosh as
set forth in the preamble of this ordinance.

The Commission shall consist of:
One City Council Member
Two Hotel and Motel Representatives
One Restaurant Operator
One Retail Merchant
Two Citizen Members
The citizen members, hotel and motel, restaurant, and retail
merchant members shall serve 3-year terms. Initially, the
Mayor, subject to confirmation by City Council shall
appoint two for 3 years, two for 2 years, and one for 1
year, and thereafter annually appoint for 3 years to fill
the occurring vacancies. The City Council member shall
be appointed annually.
(B) Functions
The Commission shall either assemble or have assembled on
or before March lst of each year an annual report to the
City Council.
Additionally, upon request of the City Council, the
Commission shall permit and allow an inspection of the
books and records pertaining to the affairs of their
organization.
The Commission shall submit a budget for Council approval
pursuant to normal annual city budget procedures. In no
event shall the City budget and make payments in excess
of the tax collected under this orainance less
administrative expenses. No expenditures exceeding the
budget approved by the Common Council shall be made
without an appropriate fund transfer approved by the
Common Council.
The Commission shall establish the proper means of
operational orqanization and operate independently of the
City administration, except that all purchases shall be
submitted through the Purchasing Division of the City of
Oshkosh following City purchasing procedures and all
hiring shall be done through the Personnel Department of
the City of Oshkosh using standard hiring procedures and
all legal matters for the Commission shall be handled by
the City Attorney's office and all accountinq functions
shall be handled by the Finance Department following City
accounting procedures.
Section 6. That this Ordinance shall be in full force and
effect from and after its passage and publication.
