PARKING UTILITY COMMISSION MINUTES
JANUARY 14, 2015

CALL TO ORDER
Chanda Anderson called the meeting to order at 4:04 p.m.
ACCEPTANCE OF MINUTES
Ms. Murken moved to accept the minutes from the November 12, 2014 meeting. Mr. Herman
seconded the motion. Motion carried (4-0).
Mr. Ratchman inquired if an ordinance regarding parking time limit enforcement on Saturdays had been
drafted as discussed at the last meeting under Item #3. Mr. Collins replied that he spoke with Attorney
Lorenson and it is still in the works. Mr. Ratchman wants Saturday parking regulations clarified. He stated
he saw a parking ticket being issued on a Saturday in December 2014 and spoke with the officer. Mr.
Collins said he would work with Attorney Lorenson to draft an ordinance with no restrictions on weekends
and holidays.
NEW BUSINESS
1. A REQUEST TO CONVERT MONTHLY LEASED STALLS 1 - 8 AND 11 - 28 FROM
MONTHLY LEASED PARKING TO PERMIT PARKING IN THE RECREATION
DEPARTMENT PARKING LOT.
Mr. Collins explained that in the past Strunsee Rentals leased much of the Recreation Department lot by the
year for their tenants however, more recently they no longer pay by the year but monthly. He also explained
that permit parking is easier to patrol - either the vehicle has a permit sticker or it doesn't. He clarified that
vehicles with a parking permit are not assigned specific parking stalls. He told there are no 2 hour parking
spaces in this lot but there is on street parking available as well as the 400 Main Street lot. He noted that
Strunsee Rental and the attorney's office both received formal notice that this item was on today's agenda
but neither attended.
Ms. Anderson moved to accept Item 1. Mr. Herman seconded the motion. (Motion carried 4-0)

2. DISCUSSION OF THE DEVELOPMENT OF THE WASHINGTON AVENUE AND WAUGOO
AVENUE AREA AND ITS AFFECT ON PARKING.
Darryn Burich, of the Planning Department, explained that the goal is to get more people to come
downtown and another part of that is to get people to live in the downtown area. He explained currently
there is low to moderate income housing, but we are missing the higher income demographic. There is a
proposal to develop the building located at 105 Washington Avenue into 23 to 29 upper scale apartments.
These apartments would have detached garages and as part of the agreement a public parking lot with 19 -
21 parking spaces would be constructed on a portion of the property. Currently the parking lot has 79
spaces but is very much underutilized with slightly fewer than 10 spaces being used on a regular basis. This
lot has an assessed value of $90,000.00 and as part of the financial agreement the developer would be
obligated to reconstruct public parking Lot #3 with Lots #1 & 2 designated for garages and visitor parking
for the tenants.
Mr. Collins explained there would be one designated wheel chair parking space in the newly developed
public Lot #3 on the property. He said this is the preliminary plan and is opportunity for the Board to voice
any concerns anyone has with this project. He added that this item will be brought back to the Board for
approval of the sale of the State Street parking lot.
STAFF STATEMENTS
Mr. Collins wanted to let the Board know the Council voted last night to accept the Riverside Parking Lot
Phase II site plan from AE Comm. He explained this project is being moved forward this summer because
of increased demand for parking from City Center. Currently the convention center takes up many spaces in
the Ceape lot creating a shortage of parking for City Center. When Riverside Parking Lot Phase II is
completed the convention center vehicles will park here, thus freeing up spaces in the Ceape lot for City
Center. The City is working out the details of financing this project which is expected to be much greater
than Phase I due to contaminated soil. He explained there is $500,000 in the Capital Improvement Plan for
paving. This fund will be used for pavement for all city owned facilities such as Fire Department lots, parks
lots, parking utility lots, and other city department parking lots. A firm was hired to do a pavement study on
the parking lots. They will assign a PASER rating for each lot with recommendations when replacement is
projected to be necessary. A separate parking usage and recommendations study will be conducted this
summer to take into account special events held in the area which will more accurately reflect the parking
needs of the community. Ms. Anderson suggested they speak with Kyle, the CSO that enforces parking
violations.

moved and seconded (Anderson, Herman), the meeting adjourned at 4:56 p.m.
