HomeMy WebLinkAbout33834 / 86-06� March 20, 1986 FIRST READING (CARRIED LOST PURPOSE: INITIATED BY: #10 ORDINANCE LAID OVER WITHDRAWN AMEND LAKE SHORE MUNICIPAL GOLF COURSE REGULATIONS PARKS DEPARTMENT A GENERAL ORDINANCE OF THE CITY OF OSHKOSH REPEALING AND RECREATING SECTION 19-6 OF THE OSHROSH MUNICIPAL CODE PERTAINING TO LAKE SHORE MUNICIPAL GOLF COURSE REGULATIONS The Common Council of the City of Oshkosh do ordain as follows: SECTION l. That Section 19-6 of the Oshkosh Municipal Code pertaining to Lake Shore Municipal Golf Course regulations is hereby repealed and recreated to read as follows: SECTION 19-6 LAKE SHORE MUNICIPAL GOLF COURSE REGULATIONS (A R�.g�stration and Permit Required No person may play on the Municipal Golf Course without first registering and purchasing a greens fee permit/pass at clubhouse. Each player must have a currently dated pexmit his person at all times. Rain checks will be issued at clubhouse on day ticket is purchased. No cash refunds will made at any time. Extra holes will not be played without purchase of an additional permit/pass. (B) o� �nc,� oh�b�ted When Course O��a>>�G�oGed No person may practice or play on the Municipal Golf Course when golf course is officially closed. on (C) ol to Abide �y Regulat�ons Each player must have a set of clubs. All persons using the Municipal Golf Course must abide by the rules posted on the golf course and on the score card, must conduct themselves properly at all times, and observe the courtesies of golf. be (D) Swimming and Fishinq Prohibited No person shall be permitted to swim in canals or from golf course property shorelines. No person shall be permitted to fish in canals on golf course property. No person shall be allowed to fish beyond signs placed on golf course parking lot shorelines during golfing hours. (E) Golf Instruction Golf instruction at the Municipal Golf Course may be given only by the golf professional under contract to the City or by any person in his employ. Regular instructors appointed by the Recreation Department may instruct groups under the Department golf program at a time and place approved by the professional - 12 - � March 20, 1986 #10 Cont'd under contract. No golf professional or any person who would be considered as a professional under rules of the U.S.G.A. may instruct at the Municipal Golf Course without express consent of the professional under contract with the City. (F) Unauthorized Sales Prohibited No person may sell golf balls, golf equipment, food, candy, or any type of drink on municipal golf course property without consent of the pro-manager or concessionaire, or the City of Oshkosh under contract. (G) People on the Golf Course Durina the Golf Season Children under ten (10) years of age are not permitted on the course. No person shall be permitted on the golf course during the golf season unless said person has registered and received a permit from the clubhouse. Permits for non-golfers will be issued by the clubhouse upon request for following, watching players, and walking along when circumstances permit and at the discretion of the golf professional/manager. Children ten (10) to thirteen (13) years of age are permitted to walk along on Saturdays, Sundays, or holidays, only if a permit is granted. (H) Retrieving Golf Balls No person shall be permitted to retrieve golf balls on municipal golf course property unless authorized by the golf professional/manager. (I) Vehicles to be Parked in Designated Areas Onlv No owner of any vehicle and no person shall park any vehicle at the Municipal Golf Course except in authorized areas as designated by authorized signs. (J) Junior Regulations (a) A junior golfer is defined to be a golfer between the ages of ten (10) and seventeen (17) years of age inclusive. (b) A junior golfer may play on Saturdays, Sundays, and holi- days only if accompanied by an adult and upon payment of a regular adult daily pass. A junior golfer holding a junior season pass may play before 11:00 A.M. on Satur- days, Sundays, and holidays, only if accompanied by an adult. (c) When school is in session, junior golfers may purchase a junior daily pass (limit 18 holes) which is valid only on Monday thru Friday, if purchase and tee off time is after 3:00 p.m. on those days. (d) When school is not in session, junior golfers may purchase a junior daily pass (limit 18 holes) which is valid on Monday, Wednesday, and Friday, if purchase and tee off time is before 10:00 A.M. on those days. - 13 - March 20, 1986 (e) All junior season permits suspended in the event of golfing event, tournament, #10 Cont'd. and daily passes may be a conflict with a scheduled or holiday. (K) Use of Caddies No caddying permitted during regular play. Caddies will be permitted during special tournaments sanctioned by Lake Shore Golf Course. (M) Alcoholic Beverages No person may bring in or consume alcoholic beverages in the Municipal Golf Course clubhouse. Alcoholic beverages are defined as any type of hard liquor, wine, or "alcoholic set- up". Only fermented malt beverages purchased at the food and beverage concession stand are allowed in the clubhouse. (N) Extenuating Circumstances Situations for governing play, not in these regulations, are left to the discretion of the golf professional/manager or his staff when in their opinion, safety of the players is a major consideration.
