APPROVE AGREEMENT WITH THE OSHKOSH LAO/HMONG ASSOCIATION, INC.
PLANNING AND RESEARCH DIVISION
BE IT RESOLVED by the Common Council of the City of Oshkosh, that the
proper City officials are hereby authorized and directed to enter into the
attached Agreement with the Oshkosh Lao/Hmong Association, Inc. to provide
funding in an amount not to exceed $15,000 for the period of June l, 1986
to February 28, 1987.
BE IT FURTHER RESOLVED that the monies for the stated purpose are hereby
appropriated from Account No. 321-330 Lao/Hmong Refugee Outreach/Commanity
Development Block Grant Grant Funds.

The Oshkosh Lao H'rrong Association requests $20,000 in f�EG Funding to
provide service to Low-and rtnderate incorne refugees living in Oshkosfi.
Services include; information, referral, interpretation, counseling,
advocacy, linkage with resources and outreach. Other objectives include;
organizatienal develofxrent, ccrmunity education and develooment/refinement
of services to �efugees. This CL'BG funced project is closely linked to
erployrr�nt and training prograrmiing which in cmibination, provides the best
avenue to economic self-sufficiency and full participation in the
ccrtrtunity.

The Oshkosh Lao(H'rrong Association v.as first fanned in Noverber of l983 to
provide assistance to Southeast Asian refugees. During the past riw years,
Cansunity Developrtent Biock Grant Funds have provided very critical support
to the Association in providing needed services to the Lao/H'rro�g families
in Oshkosh. The follcnving is a listing of the acccRplishrrEnts of the
Association to date:
1. Developed a capacity to p�ovide needed outreach, information and
referral, advocacy, translation/interpretation and crounseling
services for the 87 families (526 individuals) in a variety of
erployment, health, hane managerent, housing and other areas.
2. Established a"Secondary Wage Earner Project" that provides ertploy-
rrent and training to the Southeast Asian currnunity with funding
fresn the State Department of Healifi and Social Services (Wisconsin
Refugee Assistance Office). To date, 16 training classes have been
offered and have served a total of 37 people, of wtiich 32 people
have been placed in erployrnent. In addition, another 42 H'mong
people have obtained self-erployment incane fran participating in
this pro}ect.
3. Established close aarking relationships with other resources in
the caTrrunity including Job Service, Fox Valley Technical Insti-
tute, ADYtxAP and other agencies in efforts to pranote the self-
sufficiency and erployment of the Lao/H'mong people.
4. Expanded the base of support to the Association and its endeavors
by broadening the Board of Directors. All 6 Southeast Asian clans
have equal representation on the Board. In addition 12 Merican
representatives serve on the Board representing a variety of sup-
porYive constituencies.

100% Direct Benefit. A survey of the Lao/H'mong population in Oshkosh
reveals that rtnre than 70% of refugee families are receiving sane form
of public assistance.
B. I act:
The erphasis of the project is on achieving econanic self-sufficiency
through erQloyment. P,chieving self-sufficiency inciudes related suppor-
tive hurtan services, linkages and 'urQroved housing conditions.
C. Residency:
All beneficiaries reside in the City of Oshkosfi.
D. Alternative FinancinR:
No other funding sources is available to support these activities.
Other funds and inkind support fran other organization have been rtnbil-
ized to support the overall goal of integrating the refugee population
into the comrunity of Oshkosh.
E. (�eratinR Suoport:
CDEG support for this activity is an ailowable under Federal. Rule
570.201(e). These funds provide the critical core funding of the Asso-
ciation as a focal point for refugee peopie in our camunity.

In order to insure that CL/HA's services continue to remain responsive to
local needs and resources, a corrQrehensive needs assessment survey was
cvrpleted in August, 1984 �ich identified refugee demographics and charac-
teristics and provided a cvrrent profile of urtret refugee rteeds. "[he as-
sessment has since been used constructively within the cumunity to
establish a service and inforrmtion sharing network with other agencies and
to rethink and readjust Q./HA's service objectives for the future progran
year.
In Oshkosh there are approximately 526 or rrore Lao/H'rrong refugee canprising
87 families. A very high percent of the Lao(H'cmng population in Oshkosfi
are receiving public aasistance. The reasons for the aelfare dependency
among the lxai refugee population seerru to be:
i. Limited educational levels.
Z. Limited English speaking ability.
3. Lack of previous cwrk experience and skilis.
4. Large family size.
S. Welfare disincentives.
6, A depressed local econurry.
7. Cultural beliefs afiich limit enployrrent opportunities for certain
groups. Wvnen do not traditionally v.ork outside the hane in rtsny
refugee cvltures. A shorter life span and eariy retisement means
that rrany people over 40 do not expect to have to Kork. Early rrnr-
ciage and childbearing custmtis often limit the educational and
erpioyrr�nt opportunities for youth.
8. Transportation difficulties.

Based upon the problens tfiat v.ere identified in the August, 1984 needs as-
sessrrent, the Association chose to concentrate initially on the developrrsni
of a cmprehensive refugee mployrrent, training ann placcr�nt progrzm. The
program in a nutshell involved the hiring of a Job Secvice Specialist to
uock fuil tirr� seeking jobs for the prirrnry wage earner of a refugee family
and the'establistm�nt of an industria! sewingTrachine training and placesr�ent
program for secondary refugee wage earners.
�L/HA believes these newly begun programs will provide erQlo}arent for
refugees because a balance exists between the refugee skill levets and job
requiresrents. Hoaevec, without certain orientaiion services to help remove
cultura! barriers Yo the erployment of refugee wage-earners, without
tcansportaiion assistance, without culturally appropriate day care and
without advocacy 5ervices to help refugees gain access to the full spectrum
of ccrtmunity services, such erployment and t5raining services may be totally
ineffective. By limiting funding aim�st exclusively to etployment and
training CL/HA rrey fail to address exisiing critical needs and thereby
reduce the vatue of the services it does provide. The Q./ii4 proposes the
following objectives in order to continue to provide the critical linkages
and supportive services to the Lao H'rrang people in Oshkosh.

To enhance the econanic self-sufficiency of refugees living in Oshkosh and
to assist them to achieve full participation in the corrmunity in ways wtiich
respect the individual and cvltural integrity of the refuqees.

- Provide information and referral services in the refugees native
language to see that eligible refugees receive the netessary health,
education and hiaran services they are entitled to receive.
- Provide bilingual counseling, advocacy, interpretation for the
courts, doctors, schoois and other Oshkosh agencies.
- Estabiish a Speaker's Bureau to inform the Oshkosh camunity about
refugees. Through this public relations effort, understanding will
be prcmoted, untruths can be clarified and acceptance of the new-
carrrs should be expedited.
- Bring in speakers to present survival information to the refugees on
such topics as utility usage, money rranagement, nutrition, health
care, tax filing and food preparation.
- Brin� into the Center isolated refugees, especially the elderly wfio
are hardest hit by "cvltural shock" and its resulting isolation and
loneliness.
- Irrplerent a bilingual transportation program that will teach
refugees how to utilize the existing bus systeln (a progran has been
developed but funding is needed for the irtQl�:�nentation phase).
- Prcmote and encourage the "maarketability" of the native arts and
crafts. Funds wiil also be sought fran other sources (Pranges) for
this activity.
- Esjablish a uaren's group to begin to actively address their needs
• and concerns.
- Enhance the organizational capability of the Association to effec-
tively acpninister and account for pubiic resources.

CL/HA is a non-profit agency serving all refugees located in the City of
Oshkosh. The Association by laws, articles of incorporation and its Board
of Direc[ors list is attached to this submittal. The Association's office
is located at the Oshkosh 1M'A at 324 Washington Avenue, Oshkosh. The basic
underlying form for the Association is iilustrated by the following organi-
zational chart.
