PURPOSE: DISAPPROVE FINAL EXTRATERRITORIAL PLAT KNOW[V AS
HONEY CREEK ESTATES SECOND ADDITION
INITIATED BY: PAUL GROSKREUTZ, PRESIDENT, HONEYCREEK DEVELOPMENT CORP.
PLAN COMMISSION RECOMMENDATION: Approved 8-0 with conditions
WHEREAS, the Plan Commission has recommended approval of the Final
Extraterritorial Plat known as Honey Creek Estates Second Addition subject
to the following conditions:
l. That the underground storm drainage plan be resubmitted
with all additions and corrections as required by the
City of Oshkosh Department of Public Works in its
memorandum dated April 10, 1986 (see attached).
2. Execution of an acceptable legal document ensuring
construction of curb and gutter. Upon annexation, said
improvements will be constructed at no cost to the City.
3. That proper langUage ensuring construction of curb and
gutter be placed on the face of the Final Plat as a
covenant.
and
WHEREAS, the Plan Commission has recommended that the Final Extraterritorial
Plat known as Honey Creek Estates Second Addition not be submitted for Common
Council approval until the above referenced conditions have been met; and
WHEREAS, Section 30-38CB)(2)Cd) of the Oshkosh Municipal Code and Section
236.11 of the Wisconsin Statutes requires Common Council approval within sixty
(60) days of the submittal of final plats; and
WHEREAS, the conditions placed on the Fina1 Extraterritorial Plat known as
Honey Creek Estates Second Addition have not been met per Plan Commission
recommendation therefore requiring disapproval of the Fina1 Extraterritorial Plat
known as Honey Creek Estates Second Addition;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh
that the Final Extraterritorial Plat known as Honey Creek Estates Second Addition,
described below, be disapproved:
A part of the NEl/4 of the SW1/4 and the NW1/4 of the SE1/4 of
Section 17, T18N, R16E, Town of Algoma, Winnebago County, more
particularly described as follows:

Beginning at the Northwest corner of Lot No. 1 of the Plat of
Hone� Creek Estates, being a found 2 inch ;ron pipe; thence
S 00 31'S1" W, 126.52 ft. along the West line of said Lot 1 to the
Northerly right-of-way line of State Trunk Highway "21"; thence
S 87°10'05" W, 11.68 ft. along said right-of-way; thence N 79°51'55"
W, 200.56 ft. along said right-of-way; thence N 84009'16" W, 400.00 ft.
along said right-of-way; thence N 80°02'04" W, 190.97 ft. along said
right-of-way to a point marking the beginning of the meander line
lying S 80°02'04" E. 30.00 ft. from the Center of the South Branch

21 ft. more or less from the waters edge of the Man Made Lake; thence

25 ft. more or less from the waters edge of the Man Made Lake; thence
meandering N 40°06'O1" E, 116.29 ft. to a point lyirq S 5��03'26" E,

2 inch iron pipe at the Northwest corner of Lot 9 of Novotny Plat;

Novotny Plat to the point of beginning; including all of the land
lying between the aforesaid meander line and the center of Honey
Creek and all of the land lying between the meander line and the
waters edge of the Man Made Lake, and all riparian rights thereto.

Re: DRAINAGE PLAN FOR 2YD ADDITION TO HONEY CREEK ESTATES
The developers of the 2nd Addi[ion to Honey Creek �states PLat has submitted
two proposals for drainage in their p1at. One shows roadside ditchs with
culverts at the intersections and the other an underground storm sewer system
with inlets and manholes. The subdivision ordinance requires an enclosed
system if possible and this design should be followed.
The proposed unde,rground storm drainage plan is incomplete. The following
items should be shown on the design.
1. Proposed width of street pa��eme.its.
2. Proposed sidewalk elevations.
3. Bo[h existing and propo�ed rear lot elevations.
4. Street grades.
5. Storm sewer elevations at a11 structures.
6. Depth of cover over storm sewer.
7. Proposed storm sewer sizes and grades.
8. No open ditch areas to be included within plat as between lots 71 & 72.
9. Proposed outfall elevations and ditching to meet existing conditions
outside plat.
