Subject: Revised Proposal for Environmental and Engineering Services Related to the Former Kienast
and Paulus Quarries in Oshkosh, Wisconsin - AECOM Proposal No. OPP381501
Dear Mr. Gohde,
AECOM Technical Services, Inc. (AECOM) is pleased to present this proposal for professional environmental
engineering services involved with the investigation and potential mitigation of landfill gas as a result of historical
munidpal waste placement in the Kienast and Paulus Quarries in Oshkosh, Wisconsin. As discussed during a
meeting between AECOM and City of Oshkosh personnel on May 5, 2015, the scope of work presented below
represents the initial stages of a more comprehensive evaluation of the municipal waste material in the quarries.
As directed by the Cily of Oshkosh, this proposal amends Task E to the original proposal submitted May 8,
2015.
Project Understanding
The scope of work that follows has been developed based on our understanding of the project site and is
based on several discussions with City staff. The proposed scope of work includes:
A. Interfacing with the Wisconsin Department of Natural Resources (WDNR) regarding planned actions
and potential mitigation activities;
B. Preparing materials for and participating in public meetings to inform adjacent property owners of
planned actions and potential mitigation activities;
C. Investigating the viability of formerly installed gas monitoring wells and sampling the wells for
methane (if viable),
D. Assisting in the investigation of adjacent properties for the presence of landfill gas, including review of
surrounding construction, survey of lot corners, and coordination of explosive gas surveys and
installation of explosive gas monitors in adjacent properties, and;
E. Completing an environmental subsurface investigation to define the nature and extents of the buried
municipal waste, including installation of gas monitoring wells, sampling of gas monitoring wells for
landfill gases, and preparation of required documentation for the W DNR.

Scope of Services
Task A: Initial Correspondence with WDNR
AECOM will coordinate with appropriate members of the W DNR in advance of project kickoff to determine the
required regulatory steps and agency involvement for the proposed scope of work described below. The cost
estimate for this task assumes that one in-person meeting with appropriate WDNR staff will be needed.
Task B: Adjacent Landowner Engagement
AECOM will prepare draft notifcation letters (to be finalized and sent out by the City of Oshkosh) to adjacent
landowners and attend meetings with the adjacent landowners and City of Oshkosh staff to present known
informafion. This will include a discussion of the potential environmental investigation and potential landfill gas
mitigation activities. AECOM will produce supporting visual materials for the meeting, including maps. AECOM
will assist in the preparation of access agreements (to be finalized and sent out by the City of Oshkosh) for the
landowners to allow for the below tasks to be completed.
Task C: Investiqate ViabiliN of Exis[ina Gas Wells
Three gas monitoring wells were previously installed in the area of the former Kienast Quarry. AECOM will
irnestigate whether these gas wells are still in place and are still viable. If the wells are determined to be viable,
AECOM will perform one inifial round of sampling of the wells according to the following procedure:
At each gas monitoring well, initial percent of the lower explosive limit (LEL) of inethane (percent LEL methane),
percent methane gas (percent methane), percent oxygen (percent OZ), percent of carbon monoxide (percent
COz), and groundwater levels (if applicable) will be measured. The LEL is the minimum concentration of a
paRicular combustible gas or vapor necessary to support its combustion in air. The LEL of inethane gas is 5%
methane by volume. Observations (such as ground condition, barometric pressure, and monitoring well
conditions) will also be recorded.
After initial readings are recorded, monitoring wells will be purged with a pump at a rate of two liters per minute.
Continuous percent LEL methane will be measured as the well is purged. A fnal reading will be recorded when
consecutive methane readings are within +10% LEL. Final measurements inGude percent LEL methane,
percent methane gas, percent COz, and percent OZ
Task D: Assist with Investiaation of Adjacent Properties for Landfill Gas
In order to determine whether any landfill gases are currently impacting adjacent properties, the City of Oshkosh
will complete an explosive gas survey and possibly install explosive monitors in adjacent structures. This will
include a review of the surrounding construction, including utllity lines and connections to structures, the
basement construction of the structures, and a survey of lot corners. AECOM will aid the City in preparation of a
work plan for the explosive gas surveys and the installation of the explosive gas monitors.

Task E: Subsurface Environmental Investiaation
AECOM proposes to define the extent of the municipal waste by using a combination of non-destructive
geophysical methods (ground penetrating radar [GPR] or electromagnetic [EM] surveys) and destructive
methods (geoprobing) on the Site. For budgeting purposes, AECOM assumes that only one non-destructive
method will be used and assumes that the perimeter can be def ned with the advancement of approximately
30 direct push technology (DPT) sail borings.
The soil borings will be advanced to the depth of the buried municipal waste to aid in determining the
approximate volume of municipal waste in each of the quarries. Representative samples of the waste
material will be collected for laboratory analysis to determine its composition for gas production analysis and
potential landfill waste characterization. Documentation of the soil borings will be completed using the boring
log format required by WDNR Form 4400-122 for each boring. Following receipt of laboratory results,
AECOM will compile the data for analysis of the nature and extents of the buried municipal waste.
Once the horizontal and vertical limits of the waste have been defined, AECOM will determine appropriate
locations for the installation of gas monitoring wells within the limits of the waste. Depending on the depth
and nature of the waste encountered during the first phase of the investigation, AECOM expects that 4-8 gas
wells will need to be installed to investigate the composition of the landfill gases being produced by the buried
municipal waste.
AECOM will prepare a preliminary subsurface assessment report to document the data obtained from the above
scope of services. The report will include a discussion of field investigation methodology and physical
characteristics of the site, discussion of results with respect to regulatory standards, and recommendations for
additional investigation, if necessary. After City review, AECOM will submit a Site Investigation Report to the
WDNR to satisfy the requirements of Wisconsin Administrative Code (WAC) NR 507.

Project Assumptions
In order to complete the scope of work described above, this proposal assumes the following:
1) The WDNR will concur with the proposed scope of work.
2) Current landowners will grant AECOM and City personnel access to their properties to complete
Tasks C, D, and E.
3) AECOM will not enter individual residents' living spaces during any of the tasks described above.
4) AECOM will be held harmless from any claims made by surrounding landowners related to presence
of the landfill, gas migration, all hazards, and consequential damages.
Terms and Conditions
Services described in this proposal will be performed on a time-and-expense/unitcost basis. The project
services will be performed in accordance with the 2015 Negotiated Fee Schedule and the April 2009 Negotiated
Terms and Conditions between AECOM and the City of Oshkosh, which are expressly incorporated into, and
are an integral part of, our contract for professional services.
Please indicate your acceptance of this proposal by having authorized individuals of the City execute the
attached Authorization Form and return it to our Oshkosh offce. If you have any questions regarding the

SCOPE OF SERVICES — AECOM Technical Services, Inc., referred to herein as "AECOM", will perform the services

OTHER DIRECT COSTS -"Other Direct Costs" are all costs and expenses incurred by AECOM directly attributable to the
performance of Services together with a five percent (5%) fee for costs . Other Direct Costs include subcontracts, materials,
shipping charges, special fees, permits, special insurance and licenses, outside computer time, and miscellaneous costs.
Travel and travel-related expenses and equipment purchased for a projed with advance authorization are computed on the
basis of actual cost plus a fve percent (5%) fee. All other internal expenses (reproduction, telephone, facsimile, etc.) will be
charged with five (5) percent mark up.
AGREEMENT - These Commercial Terms Form 103B (01/12) and the attached Negotiated General Conditions Form 102
(2009) govern the performance of the Services and rights and obligations of the parties.
