That Section 27A-11 of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS SIEWERT TRAIL Add Thereto: No parking south side from Hazel Street to the Miller’s Bay Parking Lot. No parking north side from Hazel Street to the Miller’s Bay stst Parking Lot from May 1 to August 31 between the hours of 5:00 p.m. to 12:00 a.m. (midnight) Monday through Friday. No parking north side from Hazel Street to the Miller’s Bay Parking Lot from May stst 1 to August 31 on Saturdays and Sundays SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #15-XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on July 14, 2015. The ordinance changes parking regulations on Siewert Trail within Menominee Park from Hazel Street to the Miller’s Bay Parking Lot. Approval of Parking Regulation Changes on Siewert Trail East of Hazel Street Ray Maurer Director BACKGROUND Siewert Trail east of Hazel Street is a park road that enters the north end of the Miller's Bay parking lot in Menominee Park (see attached map). Currently No Parking signs are posted on the south side of Siewert Trail and pazking is not prohibited on the north side of the road. On evenings and weekends during the summer months in particular, when vehicles park on the north side of the road incoming and outgoing traffic is restricted to one lane essentially. This has become an issue particularly when vehicles pulling boats are trying to enter or exit the parking lot. ANALYSIS The Advisory Pazk Board discussed this issue at their June 8�h meeting and unanimously recommended approval of the following pazking regulations for Siewert Trail east of Hazel Street: South side of Siewert Trail, no parking any time North side of Siewert Trail, no parking May 1 s` — August 31 s` between the hours of 5:00 pm and 12:00 am Monday through Friday and all day on weekends The Advisory Park Boazd recognized that people do park on the north side of Siewert Trail at times during school hours for Webster Stanley School student pick ups or events and that is the reason for the limited restrictions. The principal at the school was contacted to inform him of these parking restrictions and he is not opposed to implementing these. FISCAL IMPACT The fiscal impact of this ordinance would be the cost for signage by our Transportation Department staff. RECOMMENDATION Staff recommends the Common Council adopt the ordinance.
