No. 536-1040-7216-07516 TIF #21– Fox River Corridor City of Oshkosh Department of Community Development 215 Church Avenue, Oshkosh, WI 54901 TO: FROM Honorable Mayor and Members of the Common Council Allen Davis, Community Development Director DATE: June 16. 2015 � OIHKOIH ON THF WAiFR SUBJECT: Approve Professional Service Agreement with AECOM for Environmental Consulting Services for Bank First National Development; Marion/Pearl Redevelopment Area ($77,500) BACKGROUND The Community Development Department requested an environmental engineering services contract from AECOM for the pending Bank First National project at the corner of Jackson and Pearl in the Marion Road Redevelopment Area. The existing site has been closed due to the previous documentation submitted to WisDNR. The construction of a bank building will open the cap and require a Certificate of Completion upon construction. Final sale of the property from the City to the bank requires the WisDNR's Certificate of Completion. ANALYSIS In order for the City to sell the property at the end of construction, the City must prove that the existing contaminants and poor soils on the bank parcel have been remediated and/or capped as part of the bank construction. AECOM's scope of services for $77,500 is related to observing, documenting and reporting on the excavation, remediation, and capping necessary for the City obtain a Certificate of Completion from WisDNR. The City needs the Certificate of Completion to sell the land to the bank after construction is complete. The bank will be constructing the improvements and completing any work required for the new cap or remediation. In this case, no City funds will go into excavation, remediation or capping on the bank site. FISCAL IMPACT The proposed environmental consulting fees for the project will be paid out ot the Marion Road Redevelopment, Tax Increment District #21.
