The Department of Public Works, along with AECOM, is seeking approval for construction of a new sanitary lift station to replace the existing Fountain Avenue pump station. The proposed lift station would be constructed to enable effective management of future sanitary needs for this area. ANALYSIS Wisconsin Public Service Corporation will require an easement along the west lot line of this property to install a primary electric line and transformer for the future Snell West Sanitary Lift Station. To provide for these services, a 12 foot wide easement along with a six-foot by fourteen-foot bump-out on the east side of the easement for placement of a utility pedestal is proposed. The proposed easement area would start at the northwest corner of the lot running 130 feet to the southwest corner of the lot and is necessary for Wisconsin Public Service to have access to and serve the facility. The Department of Public Works reviewed the proposed easement and indicated that the easement would not conflict with city utilities and will coordinate with Wisconsin Public Service to have appropriate easement documents signed and recorded at the Winnebago County Register of Deeds. FISCAL IMPACT None anticipated. RECOMMENDATION The Plan Commission approved of the request at its June 16, 2015 meeting. Approved, � � �� Ci Manager ITEM: GRANT PRIVATE UTILITY EASEMENT AT 1975 W. SNELL ROAD P1an Commission meeting of June 16, 2015 GENERAL INFORMATION Petitioner: Wisconsin Public Service Corporation Owner: City of Oshkosh Actions Requested: In December of 2014, the Oshkosh Common Council approved a Conditional Use Permit for construction for a new sanitary lift station located at 1975 W. Snell Road. The Department of Public Works is requesting the granting of an easement to Wisconsin Public Service Corp. along the west lot line of the existing city property to provide electric service to the future Snell VJest Lift Station. Applicable Ordinance Provisions: N/A Property Location and Type: The subject 0.55 acre property is located on West Snell Road between Steams Drive and Omni Drive: The area where the structure is being proposed currently houses the below-grade Fountain Avenue pump station. The Department of Public Works, along with AECOM, is seeking approval for construction of a new sanitazy lift station to replace the existing Fountain Avenue Pump Station. The proposed lift station would be constructed to enable effective management of fixture sanitary needs for this area. Analysis: The future Snell West Lift Station will be located at 1975 W. Snell Road. Wisconsin Public Service will need an easement along the west lot line of this property to install a primary electric line and transformer for the sanitary lift station. To provide for the transmission of these services, a 12 foot wide easement is being proposed by Wisconsin Public Service so that the electrical utilities may serve tbe lift station. In addition to the 12-foot wide easement, there is a six-foot by 14-foot bump-out on the east side of the 12-foot easement to allow placement of a utility pedestal. The proposed easement area would be 12 feet wide starting at the northwest comer of the lot running 130 feet to the southwest corner of the lot. This easement is necessazy so that WPS may have access to and serve the facility. The Department of Public Works reviewed the proposed easement and reported that the easement will not conflict with city utilities. The Department of Public Works will coordinate with Wisconsin Public Service to have appropriate easement documents signed and recorded at the Winnebago County Register of Deeds. Staff recommends approval of the granting of the proposed private utility easement as requested. The Plan Commission approved of granting the proposed utility easement. The following is the Plan Commission's discussion on this item. Mr. Slusarek presented the item and reviewed the site and surrounding area. He explained the reason for the easement request was to provide electric service to the future Snell West Lift Station and reviewed the site plan for the easement azea which would allow Wisconsin Public Service to have access to and serve the facility. He fiirther stated that the proposed easement would not conflict with city utilities and the Department of Public Works would have appropriate easement documents signed and recorded at the Winnebago County Register of Deeds. Mr. Thoms questioned why the easement would be necessary along the full length of the property. James Rabe, Civil Engineer Supervisor, explained that the easement was necessary in this location as the mounted transformer pad would be located in the southwest comer of the lot and Wisconsin Public Service would need room for not only the pad but to have vehicular access to this area. Mr. Bowen arrived at 4: 04 pm. Mr. Thoms then questioned if the azea would be paved. Mr. Rabe responded that it would not and that Wisconsin Public Service could utilize the driveway for the facility if necessary. Mr. Gray requested an explanation of what a utility pedestal is and what the function of it was and its size. Mr. Rabe described the pad mounted transformer which would be about two to three feet above ground and is used to convert power for the facility.
