HomeMy WebLinkAbout05. 15-303 JUNE 23, 2015 15-303 RESOLUTION (CARRIED___7-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) FOR POLICE DEPARTMENT ($18,409.00) INITIATED BY: OSHKOSH POLICE DEPARTMENT BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City Officials are hereby authorized and directed to approve application for a grant agreement with U.S. Department of Justice for the Edward Byrne Memorial Justice Assistance Grant to purchase scheduling software from Executime which includes employee training and three months of maintenance for the Oshkosh Police Department; and seven (7) Panasonic Arbitrator body worn cameras for the Winnebago County Sheriff’s Office. BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to execute any and all documents required by the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance for the purposes of same, and are further authorized and directed, if said grant is awarded, to accept such funds pursuant to the terms of the grant application and to purchase the needed equipment with the funds. Greuel, Chief of Police DATE: June 15, 2015 RE: Approve Edward Byrne Memorial Justice Assistance Grant (JAG) for the Police Department BACKGROUND The Oshkosh Police Department has been notified that we are eligible to receive a federal grant through the Edward Byrne Memorial Justice Assistance Grant (JAG) program. Program guidelines require that the application be available for review by the governing body of the unit of local government prior to submitting the application to the Bureau of Justice Assistance. Grant fund eligibility to local governments and allocation amounts are determined by a formula based on the share of total violent crime reported within the state, and the city of Oshkosh, as indicated in the annual Uniform Crime Report (UCR) that we are required to submit monthly. The grant can be used to purchase equipment needed to support public safety services and operations. The JAG grant application deadline is June 26, 2015. The eligible allocation to the city of Oshkosh under the 2015 Edward Byrne Memorial JAG Grant is $18,409. The Oshkosh Police Department is the only eligible law enforcement agency in Winnebago County to receive the grant, which creates a disparate allocation of funds requiring a Memorandum of Understanding (MOU) to be signed with Winnebago County officials indicating how the grant will be utilized. However, because both our agencies have operational needs, this grant will be shared with the Winnebago County Sheriffls Office. The City of Oshkosh will act as the fiscal agent for this grant, and the grant will be administered by the Oshkosh Police Department. ANALYSIS The Oshkosh Police Department has utilized a software program called "ScheduleSoft" to manage the daily scheduling, reporting, leave and overtime tracking etc., for all department employees since around the year 2000. Previous to 2000, daily scheduling was done manually with paper and pencil and was very time consuming and inefficient, especially with the many scheduling variables related to our 24/7 operations. Recently, we were advised by the company that ScheduleSoft will no longer be supported or functional as of January 1, 2016. We have researched other software options and have found a scheduling program created by a company called Executime that meets our needs. The Executime software interfaces more seamlessly with the city payroll function, thereby making our internal payroll related processes within the police department more effecYive and efficient. The Winnebago County SherifPs Office is implementing Body Worn Cameras for use by their Deputies working Patrol operations. The Panasonic body worn cameras they selected will interface with the Panasonic Arbitrator In-Squad cameras currently being utilized by their department. Therefore, the JAG grant will Fund the following purchases: A. The Oshkosh Police Department will purchase scheduling software from a company called Executime to be installed on OPD computers as appropriate. The cost of the software is $9,000 as well as the cost of approximately 3 months of maintenance and employee training at an approximate cost of $2584 to be completed before the end of the year. Total cost is approximately $11,584. B. The Winnebago County Sheriff's Office will purchase seven (7) Panasonic Arbitrator Body Worn Cameras at a cost of $975 each for a total approximate cost of $6,825. FISCAL IMPACT The Police Department budget will not be used for the start up or implementation phases of the new sofrware. No additional hardware needs to be purchased. There will be on- going annual maintenance costs that will be paid from the City of Oshkosh Information Technology budget as is done for all city software. The annual maintenance cost is $7,200 and covers on-going technical support and software updates. The previous scheduling software had an annual maintenance cost of $3,380 and was paid each year since the soiware was first installed in 2000. All city purchasing ordinances and procedures will be followed. The Winnebago County SherifPs Office will have other costs associated with their Body Wom Camera implementation program that will be funded through their budgetary process or other funding sources as appropriate. RECOMMENDATION If approved, we intent to submit the application by the established deadline of June 26, 2015, accept the grant funds as allocated and purchase the software and equipment indicated in this memo within the established grant timelines and guidelines.
