LAID OVER )
PURPOSE: WAIVE BIDS AND AUTHORIZE PURCHASE OF STREET ROLLER
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City of Oshkosh presently owns a 1961 rubber-
tired street roller which, because of a continual need for repairs,
will require replacement in the next several years; and
WHEREAS, the City has the opportunity to purchase immediately
a used 1977 Hyster model C530A articulated rubber-tired roller
which would upgrade the City's equipment fleet; and
WHEREAS, because there appears to be no comparable roller
presently available on the market and replacement with a used unit
will save the City of Oshkosh approximately $32,000 over a new unit,
it is necessary to waive bids and direct the proper City officials
to proceed expeditiously at this time;
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the
City of Oshkosh that the proper City officials are authorized to
waive bids and to purchase a 1977 Hyster model C530A articulated
rubber-tired roller from Brooks Tractor Incorporated, P.O. Box 430,
De Pere, SVI 54115, at a cost not to exceed $18,000, and are
further authorized to enter into an appropriate agreement for the
purpose of same, all according to the proposal attached hereto.
Money for this purpose is hereby appropriated from:
Account No. 345-981 -- Equipment Fund - Street Roller

REF'LACEMENT OF 1961 RUPRER-TIRED ROLLER

Winnebago County has recently purchased a new rubber-tired roller
trading in a 1977 Hyster model CS:�UA arti�ulated rubber-tired
roller. The trade-in is still in er.cellent running condition,
and was replaced mainly hecause Winnebago County charges to the
State a�d towns are hased partly on equipment depreci�tion�
and this piece of equipment had been fully depreciated.
The roller had been traded to Prook:s Tractor Incorpor�ted, and I
took: the liberty to asl: brooks for- � proposal ta4;ing our 1961
roller in trade. Enclosed please rind a copy of tnat proposal
which has a bottom-line purchase price of �18,�JVU.

our equipmen± f;eet without a new price outlay which would bE
nearly �57�����{} less trade-in. The roller we are presently usinq
is �5 years old is continually in need of repairs. Therefore,
will be look-ing to replace it within the next yerir or two. The
roller under consideration is not only in excellent condition but
the fe�ture of articulated steering would be very beneficial when
work:ing around curb retur�s.
There was �ppro:<imately �2US,�JO�J placed in the 1986 capital
improvements program for major equipment replace�T�ent for the
F'ublic Works Department. That equipment has now all been bid and
ordered o-�ith the total bid prices appro::im�tely ��3,��UU less than
budgeted. We could therefor-e tzk:e advantage of this unusu�l
opportunity to upgrade our eq�iipment fleet without budgeting
additional dollars.

We would like to propose to you a Hyster C 530A Roller
which we took in trade from Winnebago County Highway Dept.
The benefits of an articulated roller are many relati•;e
to the Bros. roller that you currently have in use.

width compaction coverage on turns. Fewer passes
are required. Dependable all gear drive train
runs in oil. Problems and adjustments of chain
drive are eliminated.

The popularity of the Hyster C 530A is unsur-
passed. As a matter of fact, there are more Hyster C 530As
sold today than all other pneumatic rollers put together.
In Wisconsin alone, 108 Hyster C 530As were sold over the
past ten years.
Price of a new Hyster C 530A is $56, 834.00
However, we have recently taken one in trade
from Winnebago County. The condition
is excellent, and the service records indi-
cate normal maintenance items but no
major problems.
We can offer this roller for:
