' Subject: 1987 CAPITAL IMPROVENIDVT PROGRAM
Presented herewith is the 1987 Capital Improvement Program, as amended from the original
proposal of December 9, 1986. These amendments are the result of neighborhood public
hearings and deliberations by the City Coimcil.
The total program, except for Comnunity Development Block Grant fimds, amoimts to
$4,451,700. To finance the program, the issuance of $2,541,000 in bonds and notes would
be required, of which $2,140,000 would be retired from property taxes. The rest of the
funding of the proposed improvements would come from water and sewer utility fimded gen-
eral obligation bonds, special assessments, and state and federal aids.
Following this message, there is a chart listing the debt service requirements of all of
the general obligation notes and bonds of the City of Oshkosh. This chart presents the
debt service requirements that exist as of this date and does not include the debt ser-
vice of the 1987 program. It is noteworthy that the debt to be retired from property
taaces has been diminishing slightly over the past four years. It also should be noted
that the current debt is quite rapidly retired. It is felt that the city can afford the
program without increasing the amoimt of debt service in the general fimd, which has to
be retired from property taxes.
Also enclosed is a table showing the changes in city debt over the past ten years. With
the issuance of bonding for this Capital Improvement Program, the city should be at
60.95 percent of its bonded indebtedness limit, which is its lowest level since 1980.
Another significant point in this table is a cUange in the relationship of the debt,
which is fimded by property taaces in the general fu�d, and the debt that is financed
from enterprise fimds, The debt funded from property taxes has increased less than
$3,000,000 over the past ten years.
' Streets continue to be a high priority in Oshkosh and it is proposed that there be 5.09
miles of streets impmved in 1987. This compares to the following street improvements
in past years:

, There are several major street improvements contemplated, including the opening of
Westfield to Witzel Avenue and the improvement of Campbell Road and Taft Avenue, from
Dempsey Trail to Sawye: Street,
Trro rather lengthy streets slated for portland cement pavement are Sth Avenue and
Nebraska Street, which are streets that were severely damaged with the installation of
large, outfall sanitary sewers in 1985 and 1986. A significant portion of these two
streets will be improved with Commmity Development Block Grant fimds. Six streets are
proposed to be paved as a result of petitions from the abutting property owners and the
balance of stree u are in new areas where the subdivider bears a significant cost of
the project.
Heavy rains in the fall of 1986 aptly demonstrated that storm sewers in several areas
of the city are inadequate. Trro particularly tmublesome areas will be corrected with
the storm sewer pmgram by installing better drainage at biurdock, near the railroad
crossings, and a relief sewer to serve the Pearl, Division, Jackson, and Fox Ri�rer
area.
Most of the sanitary sewer improvements are in conjimction with the street improvements,
however, the amoimt of $80,000 has been budgeted to make connections to the sanitary
sewer system in areas where storm water gains access to the sanitary sewers. Also, the
amoimt of $10,000 has been added to construct an intake line for waste haulers at the
sewage treatment plant.
Water utility improvements include two areas where faulty water mains are existing, 4th
Avenue and Bong Court, and a main would be installed in Josslyn Street where circula-
tion pmblems are currently evident. The balance of the program is in conjimction with
street improvements, with the exception of some work at the water treatment plant.
It is proposed that the sidewalk rehabilitation program be reimplemented with a
$125,000 program concentrating in the area north of the Fox River at Irving, and be-
tween Main and Broad Streets.
Several traffic improvements are also planned, which continues a longstanding program
of i�rovements in those facilities.
Park improvements include the construction of a south side boat laimching ramp at the
old South Side Bathing Beach site and several improvements in hi�nominee Park. Improve-
ments are also planned with the construction of the hiill Street boat laimching site
and improvements at the cemetery, Red Arrow Park, and Pollock Pool.
The replacement of major equipment is at the level needed to sustain the working condi-
tion of the equipment needed in departmental operations.

Property improvements include a continuation of the radio and telephone improvements
and roof repairs at the central garage and library. By far, the largest project pro-
posed imder property improvements is the renovation of the old police garage and boiler
house at City Hall. Many energy efficient steps can be taken which will provide a pay-
back of this investment.
' The Commmity Development Block Grant Program reflects the continuation of many pm-
grams which have served the city well in the past. Some new and irmovative programs
include the amotmt of $10,000 budgeted to remove pilings in the Fox River, and the
' amoimt of $95,000 for property purchased and/or relocation costs in the expansion of
the Oshkosh Centre Redevelopment Project. A modest amotmt has been budgeted for a
street signage program to enhance traffic circulation in the downtown and several pub-
lic service projects have been suggested, including $11,616 to the Rape Crisis Center,
, $7,700 to the Regional Domestic Abuse Cotmcil, and $20,000 for the Lao/Hmong Associa-
tion.
With this program, I believe that the City Co�cil is continuing the many impmvements
on the basic needs of the City of Oshkosh.
