Roll call was taken and a quorum declared present. The minutes of May 19, 2015 were approved as presented. (Hinz/Propp) Mr. Bowen arrived at 4:02 pm. I. EXTRATERRITORIAL THREE-LOT LAND DIVISION/CERTIFIED SURVEY MAP AT THE 2700 BLOCK OF CLAIRVILLE ROAD IN THE TOWN OF ALGOMA This request is for a three-lot land division/certified survey map from one existing parcel (Lot 1, CSM 4846) containing a total of 36.823 acres. Sizes of the proposed lots are as follows: Lot 1 = 1.492 Acres Lot 2 = 15.359 Acres Lot 3 = 19.972 Acres Mr. Buck presented the item and reviewed the site and surrounding area as well as the land use and zoning classifications in this area. He reviewed the certified survey map submitted and explained the reason for the land division which is to enable the owner to market a new single-family parcel (proposed Lot 1) and possible future residential development of proposed Lot 2. Lot 3 is proposed to be maintained in agricultural zoning but could accommodate subdivision development in the future. He further explained that the proposed three-lot land division will not alter the existing land use patterns in the area and was consistent with the City’s Comprehensive Plan. The Department of Public Works has reviewed the request and noted that there may be wetlands on the site which will be provided to Winnebago County and a wetland delineation may be required. He also reviewed the conditions recommended for this request. Mr. Gray questioned if the Plan Commission was being asked to just approve the certified survey map or if they were also going to consider the zone change request for the property. Mr. Buck responded that the Plan Commission was only approving the certified survey map. Steve Gohde, Interim Director of Public Works, stated that the City has had contact with the property owner as they are considering this area for a potential large detention basin that would cover the rear half of proposed Lot 3 and a portion of Lot 2. __________________________________ Plan Commission Minutes 2 June 2, 2015 Mr. Thoms inquired why the Commission is taking action now on the certified survey map with further action pending on this site. Mr. Buck responded that there would possibly be a request to officially map this portion of the site however the petitioner had already submitted their request prior to any knowledge of this action and even if a portion is officially mapped for detention basin use, it would still be a developable site. Mr. Thoms then inquired if taking action on this request to divide the property will have an influence on any future actions proposed. Mr. Buck responded negatively. Motion by Vajgrt to approve the extraterritorial three-lot land division/certified survey map at the 2700 block of Clairville Road in the Town of Algoma with the following conditions: 1. Zoning of proposed Lots 1 and 2 shall be changed from A-2ETZ to R-1ETZ prior to city accepting proposed CSM. 2. Zoning of proposed Lot 3 shall be changed to A-1ETZ prior to city accepting proposed CSM. Seconded by Bowen. Motion carried 9-0.
