SE IT RESOLVED by [he Common Council of the Ci[y of Oshkosh that [he
. proper Ci[y officials are hereby authorized and directed to enter 3nto an appro-
priate agreemen[ with [he Experimen[al Aircraft Association� Winnebago County�
in the State of Wisconsin� to hire Howazd, Needles, Tammen S Bergendoff to perform
services for the implemen[ation of [he 1987 developed traffic program for [he 1987
EAA Convention in accordance with [he attached let[er. Money for this purpose is
hereby appropria[ed from:

Dear Hr. Packee:
As a resul[ of [he com6lned efforts of the EAA, ci[y of Oshkosh, HNTB�
Vinnebago Caunty and the VSsconsin Department of Transportation, a traffic
program vas Leveloped ard implemented Eor [he 1986 Fly-In Convention. The
overall tratcic operations resulting from cne deveiopeu program vorked
relatively vell vith minimal delays on US 41. Hovever, as a resul[ of the
many agencies involved vith fhe program some elements of [he system vere
no[ implemented and i[ vas necessary to Smprovise vith "Sn[erim" solutions
- as problems developed on the first day of [he Conven[ion.
In addition, as a resdult of observing the traffic conditions and analyzing
the collec[ed [raffic volumes vi[h respect to capacities of the roads� it
vas determined [ha[ capital improvements are necessary to accommoda[e
- additional traffic volumes. The short term improvement program developed
� for [he 1986 Convention can accommoda[e one [o tvo additional years if [he
Convention ac[ivity continues to inciease as it has Sn the past. Novever�
an important elemen[ of the continued success of [he [raffic operations is
. the need [o work and insuce [hat all of the differen[ agencies (City,
County, DOT 6 EAA) ha�e implemented [heir individual portions of the
Developed Plan. HNTB vould be pleased [o moni[or the implementa[ion of [he
1987 Developed Traffic Program for [he 1987 Convention. Th15 service vould
involve vorking with each of the contributing agencies and revievSng their
current assignments and establishing any nev ones. The progress oE these
assignmen[s vould be monitored and correc[ive measures vill be developed if
por[ions of the progcam canno[ he implemen[ed. In addition, [he resulting
traffic operations and traEfic volumes vill be observed and analyzed to
offer further refinement and determine grov[h pa[[erns.
Probahle praject cos[ estimates shall also be developed for each of [he
improvements recommended in Phase One of [he 1986 Report. In addition m
these estimates� that agency most likely responsihle for the improvement
vill be identified. The folloving scope of services has been prepared to
provide these additional [raffic engineering services for the 1987
Convention.

1. Probable Proiect Cost Estima[e - Probable project cost es[imates
vi e prepare for eac of�ie Phase One improvements identified
in the 1986 Report. Sn addition, the agency responsible for each
improvement will be identified based on jurisdictionai con[rol.
2. 1987 Traffic and Parkin Assi nmen[s - the shor[ [erm improvemen[
program deve oped in [ e 1986 Repor[ vill be revieved and refined
based on observations during the 1986 Convention. A specific list
of the necessary short-term improvements vill be prepared and
assigned� [o [he agency respons161e.
3. Noni[or Pre ara[ions - Progress on the specific assignments vill be
monitore an any modiflcations resulting from incomplete assign-
men[s can be developed, analyzed and implemented prior to the
Convention.
, 4, 1987 Convention 06serva[ions - The resulting traffic operatlons
vi e o serve on t e irs[ veekend of the 1987 Convention and
the collected traffic volumes vill be analyzed wlth respect to
prevlous years to de[ermine curren[ grovth [rends.
5. Report - A brief report de[ailing [he lis[ of shor[-[erm improve-
ments, the assignments and any modifications to the program because
of incomplete assignments vill be prepared. In addi[Son���a reviev
of [he observations and grovth pa[terns vill be included in this
report.
The fee for the services described above vould be approximately $8,500.00.
