Task 15A includes engineer- ing assistance associated vith preparation and submittal of Step 3 Grant � Application documents for Yisconsin Pund monies administered by the Sta[e of Visconsin Department of Natural Resources (DNA) to partially finance construction of the Phase 2A portion of the Sever System Rehabilitation Project, and is more specifically described herein. Task 15B includes engineering assistance during bidding of construction contracts and pre- 15minary construction surveying for Contract 87-01, the Eleventh Avenue Sever Interceptor, and is more specifically described herein. 15-1.1 Consultant shall not commence vark on the Task 15A por[ion of this Supplemental Task Order agreement until authorized by the City of Oshkosh. Vork on the Task 15B portion of this Supplemental Task Order agreement shall not commence until such time as the DNR has officially sent the City of Oshkosh Ready-To-Allocate Notice for Step 3 Crant financing. 15-1.2 Agreement by the City to the provislons of Ihis Task Order does not . obliga[e the City. to the Consultant . for funding. or authorization of any portion of this vork until such time that the City authorizes the vork defined herein to proceed. 15-1.3 The Consultant shall not retain the services of eny Subconsultant � for assistance vith the tasks described herein vithout authorization by the City of Oshkosh. 15-2.0 Scope (Part A and B) �i� The scope of the vork to be performed under this Supplemental Task Order 'I shall be in accordance vith the general provisions described in the Agree- �. men[ betveen the City of Oshkosh and Howard Needles Tammen 6 Bergendoff, I dated June 20, 1979. These services are generally defined in Articles 2.1.4, Construction Phase, and 2.2, Additional Services, to the Agreement and are more specifically described as follovs for both Pac[s A and B. � ... 1 � ANTB No. 00140(CONPRO-6/17) - 13a - ' RESOLUTION #511 . 15-2.1 The CONSllLTANT vill provide the folloving engineering services under this Supplemental Task Order - Part A: 15-2.1.1 PREPARE STEP 3 GRANT APPLICATION DOCUNENTS - The Con- sultant shall assist [he City of Oshkosh in preparation of documents comprising a Step 3 Grant Appllcation for Wisconsin Fund Grant monies administered by the 5[ate of Ylsconsin ONR Bureau of Yater Grants. This assistance shall lnclude preparation of applicatSon forms on behalf of the CSty of Oshkosh, and provision of essistance to the City of Oshkosh Sn developing documents as necessary to meet the normal requirements of the Yisconsin Fund Grant application process. 15-2.1.2 SUBNITTAL OP STEP 3 GRANT APPLICATION DOCUNENTS - The Consultant shall aubmit tne grant application documents as prepared by the City of Oshkosh vith the Consultant's assistance and submit them to the granting agency for their reviev. 15-2.1.3 REVIEI7 ASSISTANCE - The Consultant shall assist the CSty of Oshkosh through the grant application reviev end epproval process by providing edditional projec[ specific informa[ion or documenta[1on as required by the DNR Bureau of Yater Grants. 15-2.2 The CONSULTANT vill provide tAe folloving engineering servlces under this Supplemental Task Order - Part B: 15-2.2.1. PROJECf MANAGEHENT - Consultant shall provide overall management services to assist the City vith preliminary �onstzuction stake- out, construction bidding, bid evaluation and recommendation, and avard phases of the Sever System Rehabilitation Program Phase 2A. 15-2.1.2 PR6LININARY CONS1RUCfION STAKEOUT - Consultant shall determine and provide markings for all structures proposed in Construction Con[rac[ 87-01 of the Sever System Rehabili[a[ion Program� Phase 2A, for coordination vith existing locations of public and private utilities es determined and marked by the respective responsible utility ovners. The Consultant shall also verify existing surface elevations at proposed struc- ture locations. 15-2.1.3 CONTRACf BIDDING - Consultant shall assist the City vlth advertlsement and bidding of Construction Contract 87-01 of the Sever � System RehabilitaCion Program� Phase 2A, including the folloving ac[ivi- ties: a) Consultant shall assist City vith finalization and publica[ion of Bid Advertisements for the above construction contract. b) Consultant shall respond to bidders' questions and comments, and docu- ment bo[h questions and responses in vriting. c) Consultant shall essist [he City in preparing and issuing addenda to the above constzuction contracts as necessary. d) Consultant shall assist the City in conducting one pre-bid conference for the above construction contract for the purpose of ezchanging relevant information vith prospective bidders. -2- flNTB No. 00140(CONPRO-6/17) - 13b - RESOLUTION #511 e) Consultant shall deliver one (1) reproducible copy of Contra�t Docu- ments to the City. Reproduction and distribution of the Contract Documente - for [he above construction contract is not included vithin the seope of this Supplemental Task Order and vill be the responsibility of the C3[y. 15-2.1.4 CONTRACT EVALUATION AND AVARD - Consultant shall essist the City vith evaluation and avard of Construction Contract 87-01 of tha Sewer System Rehabilita[Son Program, Phase 2A, including the folloving ectivities: a) Consultant shall assist the City vith bid openings for Ihe ebove eon- struction contract, and evaluation of the bid packages based on biddln� requirements establSsAed by the Contcact Documents. b) Consultant shall nssist the Clty Sn preparatlon of Recommendations of Avard of the above construction contract, for submittal to [he DN[t Burea�R of Yater Grants for their reviev and approval. c) Consultant shall assist the City in providing additional informatio�., required by the DNR Sureau of Vater Grants for purposes of review of thce Recommendation of Avard and issuance of a notice of Ready-[o-Allocate YisconsSn Fund Grant oonies. d) Consultant shall assist the City n awarding the above �onstructio:i contracts as approved by the granting agency. � 15-3.0 Schedule Scheduling for the vork authorized under this Supplemental Task Order shall be as follovs for those activities described in Article 15-2.1, Part A, and Article 15-2.2, Part B: 15-3.1 Activities included in Part A, as described in Article 15-2.1 shal�.l commence upon receipt by the Consuliant oE an executed copy of Supplemental Task Order 15, and verbal euthorization to proceed. These activities shall be considered complete at such time as the DNR issues a Notice of Ready-to- Allocate Step 3 Grant funds, or notifies the City that such funding vill not be available in 1987 for Fhase iA oE the Sever System Rehabili[ation Program. 15-3.2 Activities included in Part B, as described in Article 15-2.2 shall commence vhen the DNR Bureau of Water Grant has no[ified [he CSty tha[ Ready-to-Allocate status for Step 3 grant funding has been issued, and the City's verbal authozization to proceed has been given. These activities shall be considered complete at such time as the DNR has issued a Phase 2A S[ep 3 Gran[ avard� the construction contract has been avarded, and the Notice to Proceed for Phase 2A construction has been issued. 15-4.0 Small or Minority Business 6nterprises (MBE) Small or minority business enterprise Snvolvement in this limited scope task order is lmpractical and not cost-effective. Total charges for this Supplemental Task Order vill not exceed S16,881 unless othervise agreed to in vriting. Costs associated vith tAose activities Sncluded in Yart A of this Supplemental Task Ozder, described in Ariicle 15-2.1, are not eligible for Yisconsin Pund grent participation. Costs associated vSth those activities included Sn Part S of this Supplementel Task Order, described Sn Article 15- 2.2, are eligible Eor Visconsin Pund grant parti- cipation.
