HomeMy WebLinkAbout34309 / 87-537 MARCH 5� 1987 #537 RESOLUTION (CARRIED LOST LAID OVER WITHDRAWN ) PURPOSE: FUTURE OF THE FOX RIVER LOCKS SYSTEM INITIATED BY: CITY ADMINISTRATION WHEREAS, the Fox River Locks System consists of 17 locks and dams on the Fox River which have been operated and maintained by the U.S. Corps of Engineers from [he time it was constructed; and WHEREAS, due to the age of the System, it is overdue for major repairs and in need of dredging in areas of the lock canals; and WHEREAS, the Fox River Management Commission has been operating the system since the U.S, Corps of Engineers divorced itself of the responsibility recently; and WHEREAS� the U.S. Lorps of Engineers has turned down requests for major repairs and dredging the lock channels; and WHEREAS, although funds for the operation of the System have been provided in part by the State of Wisconsin ma[ching gran[s, the long term possibilities are very dim and ultimately the Lock System will be forced to close; and WHEREAS, the sea lamprey poses a potential threat to [he fisheries of the Lake Winnebago system, and that operation of [he Fox Locks may allow the sea lamprey to enter the system; and WHEREAS, if [he Lock Sys[em is closed, navigation on that portion of the Fox River will cease. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh, Wisconsin, that the said Council does hereby respec[fully petition the U.S. Corps of Engineers to consider the Fox River Locks System at the same priority level as other systems on other locks and streams throughout the Uni[ed States and to operate and mainiain the system to the best usage of all concerned; and working in coopera[ion with the Wisconsin Depar[ment oF Natural Resources� the Wisconsin Conservation Congress and oiher fish and wildliFe organizations, to take appropriate ac[ion necessary to prevent the sea lamprey from entering the Lake Winnebago System. BE IT FURTHER RESOLVED [ha[ copies of this Resolution be forwarded to [he U.S. Representativesand Senators from Wisconsin requesting [hat [he original enabling legisla[ion he changed in wording to permit all commercial and recreational boating on [he Fox River System, and to keep the Lake Winnebago System free of the sea lamprey. NOW, TNEREFORE� BE IT PESOLVED by the Common Council of the City of Oshkosh, Wisconsin, that the said Council tloes hereby respectfully petition the U.S. Corps of Engineers to consider the Fox River Locks System at the same priority level as other systems o❑ other loeks antl streams throughout the Onited States antl to operate and maintain the system to the best usage of all concerned .
