PURPOSE: APPROVE AMENDMENTS TO THE OSHKOSH COMMERCIAL
REHABILITATION PROGRAM GUIDELINES
INITIATED BY: DEPARTMENT OF COMM[JNITY DEVELOPMENT
WHEREAS, the Commercial Rehabilitation Program has been
successful in aiding in the rehabilitation of commercial
structures in targeted areas; and
WHEREAS, the City is desirous of continuing the Program to
enhance the commercial character of targeted areas; and
WHEREAS, it is necessary to revise and update the Program
Guidelines to permit the Program to remain effective; and
WHEREAS, the OCDC Commercial Rehabilitation Committee has
recommended approval of the proposed amendments, as per
Attachment A, to said Program Guidelines.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the
City of Oshkosh that the amendments to the Commercial
Rehabilitation Program Guidelines, as per Attachment A, are
hereby approved.

6ECTION I.A. HABIC REBATES
Repeal and recreate the first paragraph to read as follows:
"Rebates of up to 20& on eligible project costs. "
SECTION I.B.1. JOINT PROJECTS
Repeal and recreate the second paragraph to read as follows:
"TO stimulate cooperative efforts, the Program offers a
bonus rebate to assist in planning and implementing
joint projects when three (3) or more merchants and/or
property owners submit applications as part of an
improvement package in a downtown block. Soint projects
must relate to costs identified in Section II.C. of
these Guidelines. "
SECTION I.B. BONIIS REHATEB
Delete the last paragraph which reads: "The maximum project
limit of $20,000 is maintained per Bonus Rebate provisions. "
SECTION I. FUNDING BQPPORT
Create new paragraph C. Maximum Rebate, to read as follows:
C. Maximum Rebate.
The maximum individual rebate available, including
bonus rebatea and allocations for additional
frontages, is $7,500.
SECTION I.C. DESIGN AS8I8TANC8 GRANT
xenumber existing paragraph C. Design Assistance Grant to new
paragraph D. Desian Assistance Grant.
SECTION I. FIINDING AVAILABILITY
in the last sentence of the first paragraph, amend the
phrase "JUne 1 to May 31" to read "March 1 to February 28" .

Delete the existing Commercial Rehabilitation Project Area
map and insert the attached map marked Exhibit A.

SECTION II.A. ELIGIHLE ARBA
Repeal and recreate to read as follows:
A. Elivible Area
The map on page 4 shows the Program areas where
assistance can be provided. Program areas are generally
described as follows:
i. NORTH MAIN STREET: Area bounded on the west by
Division Street, on the north by Parkway Avenue, on
the east by Jefferson and State Streets, and on the
south by Otter and Pearl Avenues .
2. SOUTH MP.IN STREET: Area bounded on the north by the
south side of W. 6th Avenue, on the south by the
north side of W. lOth Avenue, and includes only those
properties on the east and west sides of S. Main
Street that directly abut S. Main Street, and an area
east of S. Main Street, north of W. Bth Avenue, and
south and east of the Chicago and Northwestern
Railroad right-of-way.
3 . OREGON STREET: Area bounded on the north by the �
south side of W. 6th Avenue, on the south by the
north side of W. lOth Avenue, and includes only those
properties on the east and west side of Oregon Street
that directly abut Oregon Street.
The location must be properly zoned for the business
use, and shall not contain any non-conforming uses.
BECTION II.0. . ELIGIHLE PROJECT COST6
Repeal and recreate sentence one of the first paragraph to
read as follows:
"Rebates can be applied to project costs incurred for
interior and exterior improvements. "
Repeal and recreate the third paragraph to read as follows:
"Remodeling the interior qualifies as long as work
relates to basic structural elements and the work does
not exceed fifty percent (50$) of total project costs. ��
Create a new paragraph between the third and fourth
paragraphs to read as follows:
"For activities undertaken per Section I.B. 1. , eligible
costs include physical improvements and support costs
related to the planning and implementation of joint
projects approved by the OCDC Commercial Rehabilitation
Committee, subject to applicable HUD regulations. ��
