PURPOSE: APPROVE COUNCIL MEMBER / MAYOR SALARY INCREASE

A GENERAL ORDINANCE OF THE CITY OF OSHKOSH PERTAINING TO COUNCIL
MEMBER / MAYOR SALARIES
The Common Council of the City of Oshkosh does ordain as follows:
SECTION 1. That pursuant to Section 2-9(E) of the Oshkosh Municipal Code
and §64.08 of the Wisconsin Statutes pertaining to Council Member Salaries, the
following salaries are approved:
Council Member -- $5000.00 per year
Mayor -- $6500.00 per year
SECTION 2. This ordinance shall be in full force and effect from and after its
passage and publication with the new salary amounts to be paid beginning after the
April 2016 organizational meeting of the Common Council for all Council Members
elected in April 2016 and for the remaining Council Members and the Mayor elected in
April 2017.
SECTION 3. Due to the delayed effective date of these increases, it is
recommended that future Councils reform the Compensation Committee to timely
assess this issue of Council Member and Mayor Pay after a new Mayor is elected in
2017 and after each Mayoral cycle.

BACKGROUND
Prior to the expiration of his term, former Mayor Burk Tower suggested to the
Council that they review Council Member and Mayor Pay. As a result of Mayor
Tower's suggestion, a Compensation Committee was formed consisting of Mayor
Steve Cummings and Council Member Steve Herman with assistance from ]ohn
Fi�patrick, Assistant City Mana9er/Director of Administrative Services
ANALYSIS
The Compensation Committee met on May 7, 2015 to review research conducted
by Sue Brinkman HR Manager in January of this year and to further discuss this
issue. The last adjustment made to Council Member and Mayor Pay in the City of
Oshkosh took place in 2009.
Based on the analysis conducted externally as well as the discussion that
occurred in the May 7, 2015 Compensation Committee meeting, the Committee
determined that increasing Council Member pay by $1,250 annually and also
increasing the Mayor pay by $500 annually, would maintain comparability for
Oshkosh upon consideration of other communities and provide a meaningful
differential between Council Member and Mayor Pay.
Additionally, the committee discussed the idea of regular review of this issue
because pay increases approved by current elected officials cannot be effedive
until a new term begins.

FISCAL IMPACT
The fiscal impact in 2016 would be $3,750 with an additional impact of $4,250 in
2017.
RECOMMENDATION
Based on the analysis conducted externally as well as the discussion that
occurred in the May 7, 2015 Compensation Committee meeting, the Committee
recommends increasing Council Member pay by $1,250 annually and also
increasing the Mayor pay by $500 annually.
The Committee also recommends that after a new Mayor is elected in April of 2017
and after each Mayoral cycle thereafter, that a committee look at this issue again to
determine any pay recommendations moving forward.

Compensation Committee Minutes

The meeting was called to order by Mayor Steve Cummings at 2 p.m. in City Hall Room 406.
In attendance were Mayor Cummings, Council Member Steve Herman and Assistant City
Manager/ Director of Administretive Services John Fitzpatrick.
lohn Fitzpatrick began the meeting by sharing the research conducted by Human Resource
Manager Sue Brinkman into the salaries of Council Members and Alderpersons from several
Wisconsin communities (attached).
Distussion also included the roles and responsibilities of Council Members, how the City of
Oshkosh compared to the data in regard to the Council Members and Mayorel posi[ions, and
the forms of government in those communities surveyed.
Based on this analysis and the data collected, the group agreed to recommend adjusting the
annual Council Member and Mayoral salaries upward by$1250 and $500 respectively.
Additionally, the group also felt that a process should be put in place to review these salaries on
a regular basis in the future so as to adequately compensate future elected officials.
The meeting was adjourned at 2:47 p.m.
