No. 509-1717-6401-00000 Parking Utility Acct No. 524-1040-6401-00000 TIF #15 Park Plaza Acct No. 530-1040-6401-00000 TIF #17City Center Redevelopment City of Oshkosh � Department of Community Development OlHKO1H Plauning Services Division oN ,wrrEq 215 Chureh Avenue, Oshkosh,WI 54901 TO: Honorable Mayor and Members of the Common Council FROM: Darryn Burich, Planning Director DATE: June 4, 2015 SUBJECT: Approve Professional Service Agreement with Walker Parking Consultants for Downtown Parking Study ($49,877) BACKGROUND The Community Development Department issued an RFP in October 2014 requesting professional services to prepare a parking study for the downtown area. The purpose of the study is to analyze existing and future parking conditions in the downtown area and make recommendations to accommodate future parking demand which could include development of future parking struclures if warranted. The City received a total of 5 responses to the RFP from which the Walker Parking Consultants was selected as being most responsive to the RFP. ANALYSIS The scope of services relates to producing the study and will generally include a land use parking demand analysis, a parking audit, review of parking policies, financial plaq and providing recommendations in a final report. A significant level of stakeholder and public involvement is proposed as well as a final presentation to Council on the analysis. The anticipated time frame of the project is 4 months. The results of the Parking Study will be incorporated into the Central City Investment Stretegy (CGS) that will be starting this summec The City is waiting to receive a $50,000 WEDC grant to assist with the planning effort. FISCAL IMPACT The proposed contract is for $49,877 of which the BID has budgeted $5,000 towards the project. Funds were budgeted in TIF 15 Park Plaza/Commerce Street and TIF 17 City Center Redevelopment to pay for the balance of the parking study. RECOMMENDATION The Common Council approves the contract wilh Walker Parking Consultants for $49,877. Approved, ��----�,��� City Manager
