No. 561-2010-1799-00000 Storm Water Utility – Construction in Progress ATfACHMENT A Scope of Work Gallups/Merrits Creek Watershed Storm Water Management Plan City of Oshkosh,Wisconsin May29, 2015 Project Understanding The CiTy of Oshkosh is seeking to conduct a Storm Water Management Plan (SW MP)for the Gallups/Merrits Creek Watershed. The SWMP will guide the Ciry in adtlressing existing flooding problems,and reduce storm water pollution. Briefly,the SWMP will include: . Preparing an%P SWMM'^'motlel to represent the hydrologic and hydreullc conditions ofthe Gallups/Merrits Creek watershed. . Identifying existing tlooding conditions during a variery of storm events. • Evaluatingpo[entialfloodmitigationatternativestoselectaproposedalternativeformanagingstormwaterwithin the watershed. The evaluation will include identirying the flood control benefits,as well as other factors such as, constmction feasibility,costs,storm water polWtion control,antl environmental factors. . Inmrporation of storm water pollution control measures where feasible. • Cost estimates antl conceptual design inFOrmation for altematives evaluatetl as part of the study. The Gallups/Merrits Creek Watershetl is an approximately 2.300 acre drainage area located on the south side of Oshkosh. Appmximatety 50%of the watershetl is within the current corporate limits of the City of Oshkosh,and the other half is unincorporated and mostly untler agricultural land use. Figure 1(attached)shows the prqect area. The open channei is highly channelized throughout the watershed and discharges to Lake Winnebago Gust north of Stoney Beach Road at Fond tlu Lac Raad). Of particular note with this study are areas where overland flow may leave the watershed antl enter a0jacent watersheds during high flow perio0s indutling: • The area near[he south end of the airport where ovedantl surtace fiow may discharge into with the Giatz Creek and/or the Johnson Creek watersheds,antl • The area near 35th Avenue where ovedantl flow may discharge into Johnson Creek watershed. Scope of Services Below is a scope of services for this project. 1. Collect survey information necessary to assist in the construction of the storm sewer network model. a. Utilize NAVD 88 vertical tlatum and NAD 1983 Harn Wisconsin CRS Winnehago Counry horizontal datum. b. Waterways: i. Survey open channel cross sections from[he east end of the Wittman Airport Oroperty to USH 45. ii. Cross section loca[ions to be surveyed are shown on Figure 2 attached to this document. iii. Cross sec[ion minimum information requiretl: 1) 100 feet from top of bank(each sitle). 2) 50 feet from top of bank(each side). 3) 25 feet from top of bank(each side�. 4) Top of Bank(each side). 5) Toe of slope(each side). 6) Bed of Channel(center of channel at a minimum). iv. Each city roatl or railroatl culvert or bridge crossing within the section of surveyed channel. The hytlraulic conveyance system (open channels,storm sewers,and cuNerts/hridges)will 6e basetl upon the following information: i. Por the channel tlownstream from the east property 6oundary of Wittman Alrport:the field survey pertormed under Task 1 of this scope of work. ii. For the channel system on the Wittman Airport property information provided through the city (data collected by Winnebago County) iii. For the channel system upstream from the airport:existing LIDAR data antl WDOT USH 41 plan tlacuments. iv. All municipally owned storm and culverts upstream from Wittman Airport will be based on the existing ciry GIS data, and supplemented with data collec[ed during the fieltl visit. 6. Model all storm sewer antl culvert segmen[s 18 inches in diameter(or equivalent)and larger. c. Incorporate existing storm water management facilities(public and private)into the model. The city will provide drainage plans Forthe facilities listed belowto he analyzed. (This list was generatetl byvisual analysis of the City's GIS site plan locations, aerial photos and topographic information within the project area.) If the City provitles information indicating overland flow into the Gallups/Merritt Watershed,this flow will be accounted for. 5. EvaluateStormWaterManagementAltematives a. Review and coordinate(where appropriate)with previous stutlies within watershed and adjacent to the watershetl. i. 2000 Citywide Smrm Water Management Stutly(Mead & Hunt). ii. 2013 Citywide Stormwater Managemen[Plan Update(AECOM). iii. Glatz Creek Watershed Study(MCMahon draft) h. Storm Water Quantiry Goals � i. ForallCitystreets: 1) Eliminate street surcharging of the storm sewer system on[o the street for up to the 14 year design storm. . 2) Maintain tlrivability of streets(center of street"dry")for up to the 25-year tlesign storm. 3) Contaim m�off within the right-of-way for up m the 100-year tlesign storm. ii. For culvert crossings: 1) For USH 41: pass the 100 year peak flow without highway Flooding 2) For CTH I and USH 45: pass the 50 year peak flow without street surtace flootling 3) For all other town roatls outsitle of the City BC will model future contlitions as if the 25 year peak flow were allowetl to pass without street flooding. c. StormWaterQualityGoals: i. Pmvide smrmwater polWtion reduction to help city meet pendingTMDL requirements. tl. Develop a list of patential shuc[ural storm water management measures. i. Coordinatewithcitystafftodeterminefeasibilityofpotentialcomponents. ii. Utilize City appmvetl list[o tlevelop five(5) mitigation alternatives. e. Storm water management alternatives may consist of a single component,or a combination of � components. The components of the adtlitional alternatives will be based upon discussions with city staff duringthe review process. i. Altematives will be evaluated using XPSWMM model developed untlerTask 4. Pertorm sensitivity analysis to determine which tluration of 100-year design storm event is the most critical for detention facilities. Note the peak water surtace elevation of this storm event for all detention facilities in atldition to the other design storm events modeled. 7. Prepare de[ailed written report, including at a minimum: a. Ececutive S�mmary. b. In[roduction and Project5etting. c. Watershetl Characteristics. tl. EngineeringAnalysisof&is[ingConditions. e. Five(5)meetings with Ciry staff,a Storm Water UtilRy Committee Meeting,and a Common Council Workshop are included in this Scope of Services. The Storm Water Utility Committee Meeting and the Common Council Workshop will be to presen[the findings of the study. In addition,one(1)o[her night meeting is inclutled for a Sotal of eight (8) meetings. 9. Required tleliverables: a. Four(4)hard copies of Drak Report. b. Assumptions and Limitations The following assumptions were made in preparing the for the Scope of Services budget. 1. The information provitled by the City of Oshkosh as tlescribetl below antl can be relied upon by BC without indepentlent veritication as to the accuracy of the tlata. a. Storm sewer,culvert,sanitarysewer,water tlishihution, antl other municipal infrastructure GIS information to assist in the model network building antl alterna[ives analysis. b. Digital images of tlevelopment Grading antl Drainage Plans to assist in the input of existing private tletention facilities. 7hese images typically do not contain a stage-storege table, but do contain contours which can 6e utilized to calculate the stage-storage information. c. GlSinforma[ionrelatingtotheimperviousareaforparcelswithinthecirylimits. d. GIS informa[ion relatingto the lantl use characteristics for all parcels within the city limits. e. 7iff images of utility antl paving plans, if requiretl. Other than the work conducted under Task 1(Survey)and a single site visit to observe existing conditions at poten[ial regional detention basins, no other field work will be conducted (incJuding, but not limitetl to:wetlands investigations and/or environmental investigations). 4. Property bountlarysurvey work(CSM) is not included untlerthe Scope of Work. 5. The CiTy will obtain written approvals from property owners for survey site access before any field work is contluCted. 6. Cost for railroad flagmen antl railmad access is included in the project butlget and assumetl not to exceed $2,000.00. 7. No fetleral,state, or local government permit preparation work is included in the scope of work. 8. Other than the meetings described under Task 8, no other face-to-face meetings are budgeted. 9. Air photos not[o scale � �KOIH MEMORANDUM TO: Honorable Mayor and Members o(the Comm uncil FROM: James Rabe, Civil Enqineering Superviso DATE: June 4, 2015 RE: Agreement for Engineering Services for Storm Water Management Plan for Gallups / Merritts Creek Watershed/ Brown and Caldwell($128,221) BACKGROUND The Slorm Water Utiliry continues to complete wa[ershed-wide Storm Water Management Plans to provide recommendations for reducing the impact of Flooding within the numerous watersheds within the City of Oshkosh. These studies are critical to identifying recommendations to reduce the impact of flooding within the Ciry. Engineering staff requested and reviewed a proposal from Brown and Caldwell for engineering services related to the development of a Storm Water Management Plan for the Gallups/ Merritts Creek Watershed. The Gallups / Merritts Creek Watershed is locatetl on the south side of the City of Oshkosh. The headwaters of this watershed are in the vicinity of the water tower on CTH N. The creek flows in a northeasterly direction, crossing USH 47 and the south end of Wittman Regional Airport, before entering the Ciry near the intersection of 35'"Avenue and Marvel Drive. The creek tlischarges to Lake Winnebagojust south of the USH 45—Canadian National Railroad crossing. ANALYSIS Engineering Division staff reviewed the proposal and associated cost The services to be provided include collecting survey information; constructing existing conditions conveyance neCxork model, and watershed characteristics; executing existing conditions hydrologic and hydreulic model; evaluating storm water management altematives; exewting post-mitigation hydmlogic and hydraulic model; preparing a report, and attending meetings related m the plan. Brown and Caldwell was selected to pedortn these services because of their ezperience in providing similar services to the City and their ezceptional quality of service. FISCAL IMPACT The proposetl fee is not to exceed $128,221. Funtls for these services are budgeted in the 2015 Capital Improvements Program. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides [hat professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes.
