PURPOSE: APPROVE AGREEMENT WITH AECOM FOR ENVIRONMENTAL
AND ENGINEERING SERVICES RELATED TO THE FORMER
KIENAST AND PAULUS QUARRIES ($116,600.00)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with AECOM Technical
Services for environmental and engineering services related to the former Kienast and
Paulus Quarries in the amount of one hundred sixteen thousand six hundred dollars
($116,600.00).

Task B�Adiacent Landowner Enoaaement

landowners and altend meetlngs with Ihe adjacent landowners and City of Oshkosh staff to preseni known
infortnatlon. This vAll Induda a discussion of Ihe potential environmenlal Investlgation and polential landfill gas
mitigalion activitias. AECOM will produce suppoAing visusl matedals for Ihe mee0ng,InGuding maps. AECAM
wlll asslsl in�he preparetlon of access agreements(to ba fnalized and sent out by ihe City of OshkosN)for the
landowners to allow for�he below tasks lo be completed. -
Task C Investlaate VIabIIIN of Ezistirw Gas Wells
Three gas moollonng wells were previously installed In the area of the former Kienast�uarry. AECAM will
invesOgate whether Ihese gas wells are still in place and are still viehle. If Ihewells are detertninad to be vlable,
AECOM wlll pedortn one InWal round of sampling of the wells according to ihe following procedure:
At each gas monitoring well,ini�ial percent of the lower axplaslve Ilmit(LEL)of inelhane(percent LEL methane),
percent methane gas(peicent melhane),percent onygen(percent Oz), percent oF carbon monoxide(percent
COi),and groundwater levels(It applicablej will be measured. The LEL Is Ihe minimum wncenlreGOn of a
paNcular combustible gas orvapor necessary lo support its combustlon in alc The LEL of inelhane gas is 5%
methane byvduma. Observations(such as grountl condition, barometnc pressure, and monitonng well
conditions)will aiso be recorded.
After initial readings are recorded,manitonng welis will be purged with a pump at a rate of M1vo lilers per minute.
Continuous percent LEL methane will ha measured as Ihe well is purged. A fnal reading wlll be rewrdetl when
consecutive methana readings are wiihin+10%LEL. Finel measurements InGude percent LELmethane,

Task D�Assist wilh Inves(igation of Ad�acent Prooertias for Landfill Gas
In ader to determine whether any landfill gases are wrrently impacYng adjacent propeNes,the City of Oshkosh

InGUde a review of the surmundin9 consWClion,including utllity Iines end connections to slmcNres,lhe
basemenlconstructlon of lhe stmcWres,and a survey of bt comers. AECOM will aid the City in prepara�IOn o(a

Task E� SubsuAaca Ernironmental InvesHOation
AECOM pmposes to deflne Ihe extent of�he munidpal waste by using a combinetlon of non-desiructive
geophysical melhods(ground penetrating radar[GPR]or elecUOmagne�ic[EMJ surveys)and desiruclive
me�hods(geoprobing)on ihe Site. For budgeling purposes,AECOM assumes ihat only one noo-desWclive
method will ba used and assumes that the perimefer can be deMed wlth the advancement o(approxlmately
30 dlrecl push technology(DPT)sail borings.
� The soil bonngs will be advanced to the deplh of the buried munippal waste[o aid in determining the
appmximale volume o�municipal wasle in each of the quarries. Representativa samples oF the was�e
material vrill be collected for laboratory analysis to determine its composition for gas productlon analysis and
potan�ial landfill waste charactedza�ion. Documenlation of Ihe soil bonnBS will be completed using the bonng
lag(ormat required by WDNR Form 4400422 for each bodng. Following receipt of laboratory results,
AECOM wlll compile the dala for analysis of�he nature and exfents o(�he buried municipal waste.
Once Ihe honzonlal and vetlical Ilmlls of the waste have been defned,AECOM wlll detertnlne appropriate
IocaOons for the Installalion of gas monitoring vrells wi�hin Ihe limlls of Ihe waste. Depending on �he tlepth
and neWre o(�he waste encountered during the frst phase of the investigalion,AECOM expecls that 4-8 gas
wells will need lo be installed to investigate Ihe composition of Ihe landfill gases being pmduced by Ihe buried
munidpel wasle.
AECOM vnll prepare a preliminary subsudaca assessmenl report lo document the data obtained from the above
scope of services. 7he reportwill InGUde a discusslon of fleld Investigation me�hodology and physical
characterislics of ihe site,discussion of resul�s with�espect to regulatory slandards,end recommendafions for
addifional Investigatlon, IF necessary. After City revlew,AECOM will submil a Site Investigation RepoA to the �
WDNR to saNsy Ihe requirements o(Wlsconsin Administralive Code(WAC)NR 507.

RE: Agreement for Engineering Services for Environmental and Engineering Services Related to the
Former Kienast and Paulus Quarries/AECOM Techniral Services, Inc (AECOM) ($116,600)
BACKGROUND
Engineerinq staff requested and reviewed a proposal from AECOM for environmental and engineering services
for the investigation and potential mitigation of landfill gas as a resWt of historical municipal waste placement in
the Kienast and Paulus Quarries. The two former quarries are lorated between 17'" Avenue and 18'" Avenue,
and Knapp Street and Sanders Street near �uarry Park. Like Quarry Park, both of these properties were also
used by the City of Oshkosh for sanitary landfill purposes. 7he Kienast property was leased to the City for these
purposes behveen 1965 and 1969. Staff believes that the Paulus quarry was also used during the same
approximate time frame.
The Council is aware of the City's efforts related to methane at �uarry Park and the property to the west of
Quarry Park. Although these properties are smaller than the Quarry Park site, because these properties were
also used !or sanitary landfll purposes, staff is concerned about the health and safety of residents in properties
surrounding these former quarries, as welL Staff believes it is prudent lo conduct a methane risk assessment for
the properties surrounding these former quarry lantlfll sites.
ANALYSIS
Staff reviewed the proposal and cost. The services to be provided include correspondence with the Wisconsin
Department of Natural Resources, correspondence and meeting attendance with adjacent property landowners,
imestigation of the viability of existing gas monitoring wells and sampling the wells for methane, assistance with
the investigation of adjacent properties for landfll gas, and completing an environmental subsurtace investigation
to tlefne the nature and extent of the buried municipal waste. AECOM was chosen to perform these services
because of their experience in providing similar services to the City.
FISCAL IMPACT
The proposed fee is not to exceed $116,600. Funding for these services is coming from borrowed money
proceeds from the Quarry Park work and from savings on the lwo Quint Fire Engines. Additional funds will be
required in future years for design, constmction, and property acquisition.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized
nature, including engineering services, may be procured without the use of formal, sealed quotes. I have
reviewed the proposal and in accordance with Section 12-16 of Ne Code, I am hereby rewmmending that the
Common Council approve this agreement.
