HomeMy WebLinkAbout06. 15-282 JUNE 9, 2015 15-282 RESOLUTION (CARRIED__7-0______LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE PURCHASE PURSUANT TO SOLE SOURCE EXCEPTION OF TWO QUINT FIRE ENGINE/LADDER TRUCKS FOR OSHKOSH FIRE DEPARTMENT FROM PIERCE MANUFACTURING INC. ($1,751,600.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the Oshkosh Fire Department needs to replace two quint fire engine/ladder trucks that have reached the end of their useful lives; and WHEREAS, through the evaluation process it was determined that a Pierce Manufacturing, Inc. quint with a Quantum chassis, the Pierce Ultimate Configuration, with a 105 foot aerial ladder would meet the City’s needs the best and the current Pierce quints have proven to be very reliable; and WHEREAS, currently the Fire Department has Pierce apparatus in front-line service needs and this standardization is critical for safe and efficient operational demands of this vehicle; and WHEREAS; Pierce will provide additional discounts if one quint is prepaid this year and both quints are ordered immediately. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-11 of the Oshkosh Municipal Code to purchase two quint fire engine/ladder trucks from: PIERCE MANUFACTURING, INC. 2600 American Drive PO Box 2017 Appleton, WI 54912 Total: $1,751,600.00 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same. Urben, General Services Manager DATE: 7une ],2015 RE: Approve Purchase of Two Quin[ Fire Engine/Ladder Trucks for Oshkosh Fire Departmen[Pursuant[o Sole Source Exception BACKGROUND The Oshkosh Fire Department has hvo quin[ units (combination engine/ladder truck)wi[hin their FleeL A quint appara[us provides and pedorms five func[ions in fire opera[ions: pumq wa[er tank, fire hose, aerial device and ground ladders. The current quin[s are from 1999 and vehicle replacement schedules recommend they serve IS years in fron4line service. The quints are already pas[[his recommended useful life and have experienced several major maintenance issues in [he past year that have ffiken[hem ou[of service for weeks a[a time. The 2015 CIP alloca[ed $1,OOQ000 for replacing [he first quint The second quin[ is scheduled for replacement in [he 2016 CIP for$I,OOQ000. ANALYSIS The Fire Department es[ablished a committee [o develop specifications for [he replacemen[ of these quin[s. Afrer developing criteria and reviewing several different quint apparatus, the committee de[ermined [hat a Pierce Manufac[uring Inc. qui�t with a Quantum chassis, the Pierce Ultima[e Configura[ion (PUC) and a 105 foot aerial ladder would best meet the needs of[hese vehicles. The Quantum chassis is exclusive to Pierce and includes independent front and rear suspension and rear wheel steering. This suspension design is superior for its higher durability to the wear and tear of street conditions. The PUC configuration of the Pieroe quint places the fire pump under the cab which provides more equipmen[ storage that is essen[ial for the opera[ional demands of Ihis vehicle. Curtently the department has Pierce appara[us in front-line service necds and [his standardi�ation is cri[ical for safe and efficien[ opera[ion under emergency conditions. This standardiaa[ion has also crea[ed efficiency in [he main[enance of Pierce apparatus. In addi[ion, the curren[ Pierce quints have proven to be very reliable and any service/warrenTy issues are dealt with prompNy and efficiently at Pierce's Appleton service center. For[hese considera[ions it was the consensus of[he committee, Fire Chief Tim Franz and Purchasing tha[ Pierce quints wi[h [he apparams noted above be recommended for [hese replacements. FISCAL IMPACT The 2015 CIP allocated $1,00Q000 for the first quin[ replacement and [he 2016 CIP has • scheduled $I,OOQ000 for[he second quint replacement If the quints were purchased separa[ely in 2015 and 2016 the to[al wst of bo[h units would be$1,8I6,062.00. However, if[he 2015 quin[ �I is pre-payed this year and both quin[s are ordered immedia[ely, Pierce will provide a 2% multi- V�ck discount and waive the additional 3°/ price increase for the 2016 quint resulting in a [otal cost for both of$1,751,600 which crea[es a $248,400 savings from [he initial budget for these units. The 2015 quint will cost$854,700. This ac[ion will require the city to fund the 2016 quin[ for $896,900 in the 2016 CIP. The firs[ quint would be delivered in early 2016 and the second quint would be paid for when delivered in la[e 2016. The 2015 quin[ ws[ would be charged to AMN: 323-0230-7210-06529 and the 2016 quint would be charged ro A/N#: 323-0230J210- JCXXXX. � RECOMMENDATION Section 12-I1 of the Municipal Code provides that subjec[ [o approval of the City Manager, purchases may be made without following a formal compe[itive bidding process when the purchase is from only one source of supply or when standardiza[ion or compa[ibility is [he overtiding considera[ioa In accordance with Section 12-11 of [he Municipal Code, and in recognition of [he cos[ savings tha[ could be realized by purchasing hvo units immediately, Purchesing recommends [he Common Council approve [he purchase of two quint fire engine/ladder trucks from Pierce Manufacturing Inc., 2600 American Drive, P.O.
