PURPOSE: APPROVE PURCHASE PURSUANT TO SOLE SOURCE
EXCEPTION OF SEVEN THERMAL IMAGING CAMERAS FOR
OSHKOSH FIRE DEPARTMENT FROM W.S. DARLEY & CO
($49,307.65)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the Oshkosh Fire Department is in need of thermal imaging cameras
that meet the new standards of the National Fire Protection Agency, United Laboratories,
and the National Institute of Standards and Technology; and
WHEREAS, through the evaluation process the FLIR camera scored the highest
average testing and provided the longest warranty; and
WHEREAS, W.S. Darley & Co is the only authorized master distributor of FLIR
products in Wisconsin.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed pursuant to
Section 12-11 of the Oshkosh Municipal Code to purchase seven FLIR K-65 thermal
imaging cameras from:

Itasca, IL 60143
Total: $49,307.65
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to enter into an appropriate agreement for the purpose of same. Money for
this purpose is hereby appropriated from:

RE: Approve Purehaze of i'hertnal Imaging Cameras for Oshkosh Fire Department
Porsuant to Sole Source Exception
BACKGROUND
In 2014[he Oshkosh Fire Department received a$I 14,800 Fire Act Gran[Gom the Department of
Homeland Security[hrough FEMA. This grant was awarded to upgade[he deparunenPs nozzles
for fire attack hose lines and seven Ihertnal imaging cameras. The grant requires a 10% local
ma[ch but in order ro ensure projec[ comple[ion the full amoun[ of the cameras was budgeted in
case [he grant was not approved. The Council allocated $55,000 in the 2014 CIP Major
Equipmen[ for this projecL The nozzles were purchased from this grant [his past March, which
after factoring in [he local shaze poRion and additional noule purchases lefr a balance of
$56,884.
Currently Ihe department utilius Scott thermal imaging cameras purchased in the la[e 1990's for
the purpose of assisting firefigh[ers in finding hidden fires along with assisting in search and
rescue procedures. In the last several years the National Fire Pro[ec[ion Agency (NFPA), United
Laboratories (UL) and[he Na[ional Ins[i[u[e of Standards and'I�echmlogy(NIST)have increased
[heir rcquirements and recommendations on [he use of [hermal imaging technology in fire
departmen[operations including size-up decision making, ini[ial fire attack, hidden fire detec[ion
and search and rescue. One such requirement is tha[ [he camera pic[ure resolution be able to
indicate tempera[ure differences in cobr as opposed ro just black and whi[e. Unfortunately Ne
departmenPs current cameras aze unable [o mee[ many of[hese new standazds. This gran[ will
allow [he department to upgrade i[s [hermal imaging cameras [o s[ay compliant wi[h na[ional
s[andards and recommendations.
ANALYSIS
A committee of seven fire departmen[ personnel was assigned to identify key thermal imaging
camera cri[eria, conduct independent evalua[ion/[esting and make a final recommenda[ion. One
key componen[ of [his gran[ funding is that the camera must have NFPA 1801-2013 thermal
imaging camera certification. Camera models from manufac[urers including Bullard, Draeger,
MSA, ISG and FLIR were evaluared. Key camera criteria and [esting included consWC[ion,
ergonomics, screen size, picture color/resolution/qualiTy, daylight image visibiliTy, temperaNre
gauge/scale/sensor, battery size/loca[ion/charge/duration, hea[ readings, wide area seazch, size-up
and wartanty. The cameras were also[aken to the Fox Valley Technical College's Public SafeTy

facility to use[hem in live fire situations, reduced visibiliTy and cool and hot environmen[s. From
this evalua[ion process[he FLIR camera scored[he highest average (4J of a 0-5 range) in alI Ihe
testing criteria. FLIR provides a ten year warranty on the camera core along with a hvo year all
inclusive wartanty while [he other cameras provide only a five year warranTy on the core and a
one [o [wo year all inclusive wamanTy. In addition,the FLIR camera(now evolved and released
as the K-65 model) has addi[ional enhancemen[s including improved display image and a video
record/playback mode feature. The FLIR K-65 also mee[s full NFPA 1801-2013 certification.
BaseA on this evalua[ion it was the consensus of the committee that the FLIR K-65 model be
rewmmended for purchase. Porchasing confirtned with FLIR[hat W.S. Dadey & CO is [he only
au[horized mas[er distributor of FLIR products for Wisconsin. As such they aze our sole source
for FLIA cameras. Given this, the unique specialized requirements/needs of[hese cameras and
tha[[he FLIR K-65 camera scored bes[ in all [he testing cri[eria, staff recommends waiving of the
bidding requirements for [hese cameras. Purchasing worked wi[h Fire Department personnel [o
solicit prices from W.S. Darley&CO for seven FLIR K-65 cameres and chargers.
FISCALIMPACT
W.S. Darley & CO has provided a cost of$7,052.95 for each FLIR K-65 camera and charger ki[.
The total cost for seven cameras and charger kits is $49,307.65. 90% of[he cost ($44,376.89)
will be applied to [he Fire Act Grant and the 10% local share ($4,930.77) will be applied to [he
2014 CIP (A/N#: 323-0230-7204-06405). There is adequate funding in the Fire Act Grent and
[he 2014 CIP for this projec[.
RECOMMENDATION
Sec[ion 12-11 of the Municipal Code provides [ha[ subject to approval of[he City Manager,
purchases may be made without following a formal competitive bidding process when the
purchase is from only one source of supply or when standardization or compa[ibility is the
overriding consideration. [n accordance with Sec[ion 12-11 of[he Municipal Code, Purchasing
recommends [he Common Council approve the purchase of seven FLIR K-65 cameras/chargers
from W.S. Darley & CO, 325 Spring Lake Drive, I[asca, IL 60143 for $49,307.65. If you have
