PURPOSE: APPROVE PROFESSIONAL SERVICE AGREEMENT WITH
AECOM FOR ENVIRONMENTAL CONSULTING SERVICES
FOR RIVERS 1.5 CONSTRUCTION; MARION/PEARL
REDEVELOPMENT AREA ($120,000.00)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the
proper City officials are hereby authorized to enter into and take those steps necessary
to implement an appropriate professional services agreement with AECOM for
environmental consulting services for Rivers 1.5 construction in the amount of
$120,000.00.

Consulting Services for Rivers 1.5 Construction; Marion/Pearl Redevelopment
Area ($120,000)
BACKGROUND
The Community Development Department requested an environmental engineering services
contract from AECOM for the pending Rivers 'I.5 project on the south side of Marion Road. The
existing site must be remediated and application and documentation submitted to WisDNR in order
for the City to obtain a Certificate of Completion for environmental liability. Final disposition of the
property to the developer requires the Certificate of Completion.
ANALYSIS
In order for the City to sell the property at the end of construction, the City must prove that the
existing contaminants and poor soils on the Rivers 1.5 parcel have been remediated. AECOM's
scope of services for$120,000 is related to excavation, remediation, documentation and reporting
necessary for the City to sell the land.
FISCAL IMPACT
The proposed environmental consulting fees for the project will be paid out of the Rivers 1.5
remediation budget of$450,000--$120,000 for AECOM;$300,000 for environmental cleanup;and
$30,000 for development of a park. The City has also applied for a state WEDC brownfields
cleanup grant of$300,000 to offset additional cleanup costs.
RECOMMENDATION
The Common Council approves the professional service agreement for environmental consulting
services as presented.
