PARATRANSIT REQUEST FOR PROPOSAL DISCUSSION We are in the process of putting together a request for proposal (RFP) for our non-ambulatory paratransit contract. We have received input from one representative of the greater Winnebago County Advocacy Coalition on mobility. We welcome Board and public input on what they would like prioritized in this RFP. Staff will take the input into consideration in preparing the RFP. The goal of staff is to send the RFP out for bid in July. The new contract will start service Jan. 1, 2016. 2. TITLE VI PROGRAM UPDATE We are required to update our Title VI Program every 3 years. I have attached a copy for the Board’s review. I recommend the Board approve the program. STAFF STATEMENTS 3. GO TRANSIT AWARDED GRANT FUNDING FOR BUS GO Transit was awarded federal funding for the purchase of a bus. The Wis. DOT awarded GO Transit grant funding for the procurement of one bus this year. The grant funds 80% of the cost of the bus. As you may recall, we budgeted for the replacement of 2 buses in this year’s Capital Improvement Program (CIP). We currently have ten 2003 buses that are at the end of their 12 year useful life and need replacing. We have budgeted to replace these using a 2/3/3/2 replacement cycle (replace 2 in 2015, 3 in 2016 and so on) in the CIP. Due to limited federal funding, this schedule will be pushed further into the future. There are 3 tiers of transit systems in the state: Urban, Small Urban and Rural and each are allocated capital funds separately. GO Transit is identified as a small urban transit system (cities with populations between 50 and 200,000). This year there was only $1.94 million in available funds for capital needs in the small urban tier and over $7.7 million in requests. We will continue to maintain the buses in our fleet and do everything we can to extend their life knowing that replacements will be hard to fund. 4. FOX VALLEY TECHNICAL COLLEGE RIDERSHIP OFF TO A STRONG START GO Transit partnership with Fox Valley Technical College (FVTC) is off to a successful start! We carried 2,224 FVTC riders in April and have already carried 2,246 rides through the third week of May. Students are using GO Transit not only get to school but also to get to work, shopping and recreation. We are hopeful that these students will continue to incorporate transit into their daily lives. We will be meeting with FVTC again this fall to evaluate how the program is performing financially and operationally.
