Dear Mr. Kraemer:
The Oshkosh Jaycees along with the Otter Street Fishing Club are again hosting Walleye
Fest this year. We plan to hold that event at Menominee Park on June 19, 20 and 21 ,
1987. The event that we plan to hoid is expected to be similar to Walleye Fest in the last
several years. The portion of the park thai we anticipate using is that portion north of the
enirance across from Mercy Medical Center. Enclosed herewith is a general sketching o(
the areas of the park and the activities that we have planned in the park for that event. It is
expected ihat the event shall commence on Friday, June 19 with the start of the Cub
Scout softball tournament. It will continue on Saturday, June 20 with various events,
including ihe youth soccer tournament, the men's softball tournament, the continuation of
the Cub Scout softball tournament, and other events. Inciuded among the other events
taking place on that day are the adult volleyball tournament, an aerobics class sponsored
by the YMCA, the Iron Works bench press open competition, a water-ski show, and the
music stage.
On Sunday, there will be a simiiar line-up of events. The toumaments shall continue and
it is expected that we will again hold the aerobics ciass at ihe park and also spcnsor a
sound stage.
As in years past, the Oshkosh Jaycees will be conducting this event in conjunction with
the Waileye Fishing Tournament being sponsored by the Otter Street Fishing Club. The
tournament will take piace at the same time as indicated above and within a portion of the
park that we shali be conducting our event.

VVe have greatly apprecia(ed the assistance you and the City have provided to us in
conducting this event in lhe past. Through your assistance our ev'ent"fias g'rown.
Because of the growth, this year we feet it is incumbent that we request_th@�ark permit
the Jaycees and the Otter Street Fishing Club to close off the Irving�5treel entrance to �he
park, as well as the entrance on Stewari Trail, and the other roadway lhat leads to Irving
Street. The crowds at ihe event have increased dramatically in recent years. We believe
it is necessary to iake this action so as to provide for the safety of all people attending.

As in years past, we have taken actions to provide for what is anticipated to be a large
crowd. Portable bathroom facilities have been arranged for. We have retained the use of
a dumpster and garbage removal service. Further, we are in the process of securing the
assistance of the Oshkosh Police Department in crowd management.
It is expected that the Otter Street Fishing Club and the Oshkosh Jaycees shall be
working to set-up for the evert on Friday, June 19. Due to the time in which the event
closes on Sunday, June 27, it wili be necessary to complete the clean-up and tear down
of the event on the following Monday, June 22.
In years past, we have appreciated the assistance of the City Parks Department in taking
the eifort of moving certain benches and chairs to the area of the park that this event shall
take place. We would be greatly appreciative if the City would do this again.
Through the cooperation of the City of Oshkosh, we have been able to put on this
worthwhile event. We believe that this yeafs event will be a successful one. We again
thank you for your anticipated cooperation and assistance.

Optimists of Oshkosh, Inc.; and Sawdust City Corvette Club;
wish to apply For special Class "B" liquor licenses to
serve beer at the Waterfest celebration sponsoretl Dy the
Oshkosh Cham6er, July 23-26, 198'/,
Attached are three application forms for these licenses, our
three checks, and a map of the grounds showing the location of
service,
The agents for our organizations are:
Boys Club - Kristen Kay Graffen, 1910 D West Packer Ave. , 233-7z23
Noon Optimists - Alan D. Wendt, 1050 Maricopa, 235-0590 (work) .
Sawdust City Corvette Club - Dick Reinke� 172 W. 22nd Ave.� 233-1456
AS with last year's Waterfest, we arE reqUestirg th15 yea: that
carry-ins would not be allowed on the grounds. Each of our
service clubs will check for picture itlentification of patrons.
Any person under the age of 21 or who was not age 19 by
September 1 , 1986 will not be served. As was the case last
year, the Oshkosh Police Department will be actively patrol-
ling the grounds with both uniformed, and plain clothes
officers in the service areas. The three service clubs and
The Chamber intend to Fully cooperate with the police to main-
tain the positive Family atmosphere established last year.
We will also be requesting an extension of the hours of service
to 10:30 p.m. , from 70 p,m. Last year sales stopped at 10 p.m. ,
with consumption to 10:30 and the grounds closing at 11 p.m,
We usually saw the grounds cleared by 10:30 and never later
