BE IT RESOLVED by the Common Council of the City of Oshkosh
that Supplemental Task Order #13 for the sewer system rehabili-
tation project is hereb7 amended according to the attached letter
from HNTB dated June 26 , 1987, and attached hereto as Exhibit A.
BE IT FUF.THER RESOLVED by the Common Council of the City of
Oshkosh that Supplemental Task Order #15-3. 2 of the sewer system
rehabilitation project is hereby amended to read as follows :
"15-3. 2 Activities included in Part B, as described
in Article 15-2.2 shall commence when the City's verbal
authorization to proceed has been given. These acti-
vities shall be considered complete at such time as the
DNR has issued a Phase 2A Step 3 Grant award, the construc-
tion contract has been awarded, and the Notice to Proceed
for Phase 2A construction has been issued. "
BE IT FURT[3ER RESOLVED that money for these puT'poses is hereby
appropriated from Account No. 348-195 - Sanitary Sewer Construction -
1987 Construction in progress, and such money is to be repaid from
future grant (when approved) and bond money.

Re: Sewer System Rehabilitation Project
Letter Amendment to Supplemental Task Order No. 13
Dear Mr. Konrad:
The purpose of this Letter Amendment is to revise scope, schedule and
payment provisions established in Supplemental Task Order No. 13 to the
Agreement Dated 6/20/79 Between the City of Oshkosh and Howard Needles
Tammen � Bergendoff. The general purpose of Supplemental Task Order No. 13
is to evaluate the impact of the project's Phase 1 construction improve-
ments on the adequacy of the existing upstream sewer systems to convey wet
weather flows during Che design event.
Revision of the original scope, schedule and payment provisions is
necessary due to the lack of significant wet weathex events for flow
monitoring purposes. An interim report pzepared from data recorded during
minor wet weather events in September, 1986, and May, 1987 identified
sub-basins within the project study area that still exhibit strong flow
rate zeactions to wet weather. This Letter Amendment authorizes the
following additional activities:
o Extend flow monitoring period through the mon[h of July.
o Keview results of enforcemen[ action taken to eliminate clear water
sources in su6-Basins D-1, AJ, and F-la, 2 and 7 with City staff.
o Conduct smoke testing and dyed water testing of selected roof drainage
systems in sub-Basin N-4.
o Conduct smoke testing along Murdock Avenue, Hazel and Bowen Streets in
sub- Basin D-1, and a walk-through visual inspec[ion in D-1 to identify
potential connection of roof dzainage systems below ground.
o Conduct smoke testing of portions of the sanitary sewer system in sub-
Basins F-la, 2 and 7 over a two-day period.

o Prepare and complete a leCter report summarizing results of the above
activities and amendment to the existing Facility Plan for submitta'_ to
the DNR as described in the original task ozdez.
Ic is understood that City staff will be available to assist vith some of
� these ac[ivi[ies, such as dis[ribution of smoke tesCing notices to sewer
system users and smoke tes[ing activities.
A level of effort estima[e has been provided vith this Letter Amendment for
your reviev. Based on the above assumptions, this amendment provides
approximately 200 hours of labor and related flow me[er and general
expenses, with an assaciateL ccst af $E,572.
The flow monitoring activity, which is already in progress, can continue
uninterrupted vith approval of this Letter Amendment. We vould like to
schedule the othex field investigation a<Civities authorized by this Letter
Amendment to begin shortly after approval.
