PORPOSE: INITIaL RESOLOTION FOR VARI005 STAEET AND UTILITY
IMPRC'✓EMENTS
INITIATED: DEPARTMENT OP PUBLIC WORKS
BE IT RESOLVED by the Commo❑ Council of the City of Oshkosh as
follows :
1 . The Common Council hereby declares its intention to exercise
its power under Section 66.60 of the Wisconsin Statutes to levy
special assessments upon property within the following tlescribed areas
for benefits conferred upon sueh property, said public improvements
to include the following:
TH� VILLAGE AT WESTHAyENs Lg�� 1 = �2
Storn sewer � Lots 1-12
Sanitary sewer , Lots 3-12
Latcrals , Lots 3-12
Water Main , I.ots 3-12
Grading & Graveling ( �ots 3-12 for Chatham Circle
and Brentuood Cirele )
Concrete Paving

Services for inspection of utilities
Grading & graveling
Concrete Paving
Sidewalks
2. Said public improvement shall include the grading of the
above named property to the grade established by special ordinance
of the City of Oshkosh , and appurte�ant work at a grade heretofore
establishetl by sF<cial ortlinarice of the City of Oshkosh.
3• Before such improvements are made� the Board of Public Works
is directed to cause water and sewer service pipea to be laid in said
streets from the mains to the curG line of each lot fronting on the
said streets and to keep an accurate account of the expense incurred
in front of each lot and report the same to the Comptrol ler who shal l
cause the amount charged to each lot to be entered on the tax roll as
a special tax agai�st said road , provided , however, that the Board of
Public Works shall not cause sueh laterals to be so laid for any
particular lot , or parcel where, in the opinion of the Board of Public
Works , it would be impractical to do so .

4. The total amount assessed against such tlistrict shall not
exceed the total cost of the improvements , and the amount assessed
against any parcel shall not be greater than the be�efits accrued
thereto frorc� said improvements .
5 • The assessments against any parcel may be paid according to
the provisions of Section 25-83 through 25-89 of Che Oshkosh Municipal
Code .
6. The Board of Public Works is direeted to prepare a report
consisting of:
a . Final plans and specificatio�s for said improvements .
b . An estimate of the entire cost of the improvements and
laterals .
c . An estimate as to each parcel of property within the
assessment district of:
( 1 ) The assessment of benefits to be levied for each
improvement .
( 2) The damages to be awarded for property taken or
damages by each improvement .
� 3) The net amount oF Denefits over damages or of
damages over Denefits for each improvement .
Opon completion of such report, the Board of Public Works is
directed to file a copy thereof in Lhe City Clerk 's Office for
public ir,spection .
7. Opo❑ receiving the report of the Board of Public Works , the
City Clerk is directed to give notice of a public hearin3 on such
reports as specified in Section 66.60(7) of the Wisconsi.n statutes.
The hearing shall De held by the Board of Pu� lic Works at the
Council Chambers i� the City Hall at a time set by the Clerk in
accordance with Section 66 .60( 7 ) of the Wisconsin Statutes .
8. The installatio❑ of Said 5treet improvements 5ha11 be
accomplished -according to the provisio�s of Sectian 25-3 thru 25-11
of the Oshkosh Municipal Code .
