Pressley Ibn �enow _ 1 _ FINAL REPORT � FIRE DEPAR1T161�T ADVISORY CQ�MITfEE . City of Oshkosh The delivery of firefighting service has not been addressed in about twenty years. However, dising this period, new services like paramedic teams, first responder program, the cadet program at FVTI, hazardous material response teams, and thin ice and mld water rescue teams have been added. Db comprehensive study of the total fire support services to the commmity has been done. Population demographics have changed si}7�ificantly, which has left many populas areas imderprotected with appro- priate fire services. This issue became clear when City Manager William Frueh and Fire Chief Calvin Phillipps- � presented a plan to the City Co�mcil to eluninate one fire station during the £all, 1986 budget hearings. After the Firefighters Union (Local 316) objected to some of the plan's asswnptior�s and conclusions, the City Coimcil charged hfayor Floyd Chapin to " comnission an Advisory Fire Coimnittee (hereafter ]mown as the Cortonittee) to study the problem. The Co�ittee was selected and charged on Jlme 5, 1987. The Coamittee made several early deternti.nations: 1. The Comnittee could not be e�cpected to become fire seryices professionals and experts wi2hin 9G days. - 2. The Committee should not get into the details of Fire Department penonnel assignments, position descriptions, and department ntanagement. 3. The budget of the Fire Department should not be a matter of primary concem, i.e. , no espectations were made about saving money. The Co�:ittee met almost every week since its first organizational meeting. Public notices and pre-set agendas were distributed well ir. advance of every meeting. Etpert advice and lay input was solicited on a regular basis. City management and - Oshkosh firefighters presented important reference materials at appropriate times _ Z _ diaing the deliberations. Multiple plans, based on engine crnrtpany response times at dif£erent fire station locations, were submitted to the Comnittee aLnost on a weekly basis. Assistant Fire Chief Gary Kaufmann az�d City �ianager William Frueh were especially helpful in developing these plaris. RESOLTS It is obvious any criteria used to determine need o£ fire support will vary by situation and timing. For instance, if no one notifies the Fire Department, in a timely fashion, of a fire or medical emergency, then ffie res�ve effort is h�pered accordingly. Simi- larly, effectiveness of eliminating a fire is partially deteimined by the time it takes for fir£ighters to extinq�ish a fire after arrival at a fire. The Comnittee decided Jime 30, 1987, to use a three mirnite fire engine travel response _ time as its primary criteria for assessing city-wide fire extinguishing ability. This � was based on comprehensive study dore by Ames, Iara, which evaluated the relocation of its fire stations, and advice by Chief Calvin Phillipps. Three mimrtes was detexmined to be the maximUn time permissible for the least amotmt of htmian injury and property daniage. Ten scenarios of possible fire-station locations were reviewed by the Comnittee, a siumnary of the advantages and disadvantages of each are disc.vcsed based on the three minute travel response time criteria. The concern of a train blocking an emergency vehicle's access to a fire or medical emergency is not a significant problem. Chie£ Phillipps testified, "A train traveling through our city was never long enou� to block all intersections at the same time". In addition� he said, "If necessary, we can notify the dispatch center and have trains stopped during a £ire". 2. The co�ern of an open bridge preventing an emergency vehicle from delivering of service is not a problem in Oshkosh either. Chief Phillipps stated, "There is a . signal device in each o£ the bridges that infoxms the bridge te�er tttat we are going to use the bridge". 3. Fire Departrnent persomel staffing should renain at its curre�t level of 95 imtil . the Comnittee's recomiendations have been i�lemented. Even though some comparably � sized cities may have slightly fev.er firefighter persomel per population base and per square miles, we feel the quality and extensiveness of fire support services - justifies this level of manpower in Oshkosh. (See Appendix D) The Comnittee strongly supports azry efforts to stress fire prevention thrwgh edu- cation programs, inSpectioas, and persomel training. However, additional posi- tions or replacement of previous lieutenant positior� are not supported. A redistributionof workload within the Fire Departrnent should be carefully analyzed before persotmel are added. 4. The distribution of Oshkosh fire stations should be changed to better reflect the population growth areas. PLA,� H is first priority which would move Engine M3 (lOth/Ohio) to 9th Avenue and Highway N41 and move Engine 88 (Central/New York) to Dfain and hfurdock area. The - five engine companies would cover 15 square miles of the 16.20 square miles of the ' 8 - City of Oshkosh. The relocations reflect not only past population growth areas, but pmjected areas. PLAN G is an altemative which would be acceptable. This plan eliminates Engine � M2 (Congress/Sinmit) , moves Engine X3 to Witzel and Highway M41, and moves Engine N8 to Main and t�rdock area. The cost savings of one engine company would be partially realized. It was proposed six fire£ighters would be reassigned to ladder cort�anies, two would replace the lieutenant positions (inspections Fi training) cut from the Fire Depararent last year, and one would not be filled. Stipulation for either plan is that the locations be aA�ered to as proposed. Any change of locations could significantly change the travel response time configur- ations and therefore, the Comuittee's recommendations. 5. I50 (Insurance Service trf£ice) rating will not be a£fected by the change to Planc D, E, G, H, aztd I. Dir. William Fmeh azd Chief Calvin Phillipps reported that they met with h1r. Robert Pauley on August 13, 1987, and he assured them no citange . � would be made in the ISO rating. 6. The 9th Avenue azd Higlw�ay M41 location should be at the water tower property since it is already owned by the city. This could be accomplished in the 1988 capital improvement fimds. - 7. The Main and hlurdock area should be considered in the 1989 capital 'vnprovement fimds. No specific praperty is recomnended, but the city should pursue an acquisition in the area. 8. Cost of a new fire station, excluding pmperty puzchase, should be appmximately $250,000 for a 6,500 square foot building. The Coimcil should consider the house- � fire station combination used by Waukesha, which averaged $290,000 per building, in the area near hturdock and htain. . - 9 - 9.
