Haln Street antl in Park Plaza Mall. the challenge far the future will be Co keep the momentum going as a means Co protect antl capltalize on these investments. Creating an active anC economically vital downtown takes more Chan �ust physlcal i�provements -- it takes aggressive and organizeC business promo- tion anC recruitment efCorts, ihis involves alerting the community antl outside interests to the goods, services antl 6usiness opportunities available dovntown vhile establlshing a favoraDle image antl enviror.ment La Go Ousiness. Two years ago a number of concerned community leaders antl Gawntown business interests came together Co learn about the National Main Street program anG the types of promo[ional acitvitie9 antl business development strategies which have proved successful for numerous cities across Che country. The consensus ot the participants vas Chat there uas a need to tlevelop such an approach in Cshkosh. An atl hoc committee was formed in July 1986 by the Oshkosh Commercial Development Carporation (OCDC) to Develop a plan for esta�lishing a Business Improvement Cistric[ (B2D) Sn tlowntavn Oshkosn. A BID must be a geographic area within a municipality consisting of contiguous parcels ultich are sub,Ject to real estate Caxes. As a city entity, the 6oard aill conduct i[s affairs unGer [he open mee[ing law and public recortl requirements. The Board will 6e responsible for the management o[ Che Business Improvement District. Aesoonsibilities oF tne BoarG 1ncluCe implement- ing the operating plan and preparing annual reports on the Gistrict. The Board vi11 also anwally consider antl make changes to the opera- ting plan antl su0mi[ the operating plan to the CLty Council for approval. Develop marketing s[ra[egy/logo/Theme [o promo[e and enhance down[own basiness image. 08JECTIVE: De[ermine effective ways to attract additional downtown business pa[ronage. Establish common down[own logo for use by bvsinesses in [heir advertising which reenforces public perception of doing business in down[own Oshkosh. B. Develop Business Directory - includes all busicess listings wi[h map indica[ing free parking areas, long [erm parking and public fa<ilities. OBSECTIVE: To inform downtawn business people, cus[omers� clients, Oshkosh m`mnuni[y and visimrs wha[ goods and ser- vices are available downiown� where to find ihem, and [he mos[ <onvenien[ place to park. 4. N336 6 RELATIONSHIP TO DOWNTOWN PLANNING In 1980 the C!Ly Council adopted the Downtown fledevelopmen[ Plan antl Implementation Strategy. The Ci[y has been actively Smolementing physlcal elements oC Che Plan �y constructing new comention center anC ho[el facilltles, making inFrastructure ana streetscape improvements, ' asslsting in Cuilding rehabilltation. The Plan also recommentlea increas- ing organizational efforts between the publlc anC prlvate sectors as well as establishing a voluntary spe<Sal assessment district. A follou- up stutly, Planning Report - Central Ci[y Oshkosh, aDprov._d by [he City Council Sn 1987 expanded various elements of the prevlous pians and in particular recommentletl the cr_ation of a management vehicle antl funtling base Co serve the tlovntown area. The City of Oshksoh Dovntovn Business Improvement District (BID7 special assessment methotl utilizes assessed value information antl prooerty street footage da[a, bo[h of uhich are availaole from the City Assessor's �ffice. As the absolute values of assessetl va'_ue antl footage cannot be comoinetl, the values are calculated as a percentage of the total assessed value and a percentage of Che street footage. The two perce�tages are aGQeC with the sum �ivided by 200 percent, vhicn resalts in a proportionate value oC the to[al district. A properCy's proportiona[e value of the total District is multiplzetl by the Distric! buaget, resulting in the special assessment for the property. ihe ra� daGa, assessment calculations, and proposed District assessm=nt for each property in the downtown Business improvement Dis[rict, are pr_sen[etl on Che folloving pages. ihe data for the assessment method have been obtained from the files of the City Assessor and are subject [o final tabulation by the City. Z have also reviewe3 the operating plan subnitted for Business Improve.ment District M1 for downtown Oshkosh, and I have reviewed this specificaliy with regard to Wis. Stats. Sec. 66. 608 (1) (f) 5 which calls for a legal opinion as to certain requirements being made for an operatiag plan. It is my opinion that the plan which has beea adopted does provide for a special assessment method aad that said method will include manufacturing prer,u.ses. It is fur- �. ther my opinion that the expenditures have been listed - and that a time for making said expenditures, at lezst initially, has been set forth.
