The Act es[ablishes as i[s primary objective the development of viable urban cortonunities, including decent hovsing and a sui[ahle living environmen[, and expanding e<onomic oppor[unity, principally for persons of low- and moderate- income; and WHEREAS, under [he rules and regulaiions of Sepiember, 1983, [he required Final S[atemeni may be as broad or as specific as [he City of Oshkosh desires, prwided [ha[ process meets the required ci[izen participa[ion requiremen[s and ensures each activi[y to be carried out wiih CDBG En[itle- ment Funds is eligible and benefi[s low- and modera[e-income families or aids in [he preven[ion or eliminaiion of slums or blighi or mee[s o[her communi[y developmen[ needs having a particular urgency because existing conditions pose a serious and i�mnedia[e [hreat m the heal[h or welfare of [he cortununity; and WHEREAS, the Ci[y of Oshkosh has held pubiic hearings to discuss the mmmuni[y developmeni performance of [he Ci[y of Oshkosh and mee[ings were held by [he Citizens Advisory Commi[tee to obtain the views of citizens on cortununi[y development and housing needs for our communi[y. NOW, THEREFORE, BE IT RESOLVED by the Common Council of ihe City of Oshkosh, tha[ the 1988 FINAL STATEF:ENT OF COM^.UNITY DEVELOPMENT OBJECTIVES AND PROSECTED USE OF FUNDS is hereby adopted, coniingen[ upon final approval by the U.S. Depar[men[ of Housing and Urban Developmen[ of [he projec[ed funds and proposed projec[s, including any proposed acquisi[ion projec[s. 8E TT FURTHER RESOLVED tha[ ihe Ci[y Manager and appropria[e s[aff mem6ers be hereby authorized and direc[ed to file and execute the necessary documen[s and assurances required by [he U.S. Departmen[ of Housing and Urban Development and any and a11 additional informaiion reqvired. SUBYITTED 9Y �1 --�— _ 3 _ � � APPAOYED Res. #399 cirx oF osxxosx 1988 COPPIUNITY DEVELOPMENT BLOCK GRANP PROGRAM FINAL STATEMENT OF COF@1UNITY DEVELOPMENT OHSECTIVES AND PAOJECTE➢ USE OF FUNDS The primary goal of the Communi[y Development Program is [o main[ain [he CI[y as a viable community [hrough the provision of decen[ housing and a svi[able living environment, and to expand and improve economic opportunities, principally for persons of low- and moderate-income (LMI). In pursvit of this goal , [he City of Oshkosh utilizes Federal Community Developmen[ assis[ance m mee[ [he following objectives : 1) To eliminaTe blight or blighting influence and canditions which are de[rimental [o heaith, safe[y, and public welfare, and m restore and preserve hismric properties. 2) To rehabilCiate and expand ehe CiTy's housing s[ock and to u[ilize land and other resources in an efficient mannez. 3) To expand and improve the quan[i[y and qualiiy of co`mnunity services and reduce [he isolarion of income groups. 4) To promoie economic development through physical developmen[ and improvements and business assistance, and [o create and re[ain employmen[ opportunities. Each of ihe objectives above has heen addressed to some degree by CDBG funded aciivi[ies in Program Years 1980-1986. Expenditures to da[e for [he 1987 CDBG Program are illus[ra[ed on Tahle L of this Final Sta[emenL The City, in conjunction with [he Oshkosh Ci[izens Advisory Commiitee� prepared the 1988 Pzojected Use of Funds displayed in Tables II and III of [his Staiement. The two levels of funding were ou[lined due [o the unceriainty of [he Gramm- Rudman halanced budget laws impac[ on the 1988 CDBG Program. The basic difference in [he [wo [ables is the use of reprogrammed 1987 funds. In Table II, reprogrammed funds are used to increase The funding levels of specific activities, while in Table III, the reprogrammed funds are used [o mi[igate [he impact of an across Che board 8.5 percen[ zeduc[ion in funding. Almost all 1987 prajects will be comple[ed during ihe 1987 Program year. The exceptions are [he 100 Block Redevelopmen[ Project, which is a phased ptoject, Commercial Rehabili[ation and [he Nousing Loan Program, which have been coniinvously funded activi[ies. A detailed descrip[Ion and assessmen[ of Chese fvnds, [he 1987 Gran[ee Performance Repor[, wi11 6e available for your review on or about June 1, 1988. Tables II and III aiso provide an assessmen[ of [he 1988 Projec[ed Use of Funds by describing the activities, the ac[ivi[y lo<ation, and [he objec[ive(s) [o which [hey rela[e. A detailed descrip[ion of the 1988 aciivities ia on file in [he Ci[y Clerk's OEfice and is availahle upon reqves[. In relation [o [he [hree naiional objectives, Che Ciiy has developed a CDBG Program to give maximum priori[y [o aciivi[ies which benefit low- and modera[e- inmme (LMI) persons, and [o aid in the elimina[ion or prevention of slums or bligh[. The City is projecting the funds expended for projects during the 198J Program year, which 6enefited LML pezsons, will amoun[ to approximately 51 percen[. In FY 1988, the City an[icipa[es [hat be[ween 55 and 60 perceni of its expended Eunds will be on activi[ies [hat 6enefi[ LMI persons. All o[her £unds have been, or wi11 be, used to aid in the prevention or elimina- [ion of slums or bligh[. � It is anticipa[ed [ha[ projec[s proposed for FY 1988 could resul[ in five commercial displacements.
