(CARRIED LOST LAID OVER WITHDRAWN )
PURPOSE: DETERMINATION OF NECESSITY AND ESTABLISHMENT
OF FAIR MARKET VALUE
INITIATED BY: CITY ADMINISTRATION
WHEREAS, the City Administration has determined that it is in the best
interests of the residents of the City of Oshkosh to acquire for public parking
purposes a parcel of land presently ]eased to the City for such purposes ; and
WHEREAS, in order for said purposes to be accomplished, it is necessary
for the City to acquire private property; and
WHEREAS, an appraisa] has been made on the property to be acquired as
described in the attached "Exhibit A" ; and
WHEREAS, a review appraisal has been submitted to the Common Council in
accordance with applicable State and Federal laws;
NOW, THEREFORE, BE IT RESOLVE� by the Common Council of the City of
Oshkosh that the Common Council certifies that in order for said purposes
to be accomplished it is necessary for the City to acquire said property. It
is further determined by the Common Council that the acquisition of the
attached described property is hereby determined necessary pursuant to the
provisions of Section 32.07(2) of the Wisconsin Statutes.
BE IT FURTHER RESOLVED that the Common Council certifies that the work
of the appraiser and the review appraisal have been performed in a competent
manner in accordance with applicable State and Federal laws.
BE ]T FURTHER RESOLVED by the Common Council of the City of Oshkosh
that fair market value for the property to be acquired, as described in the
attached "Exhibit A" , is hereby established at THIRTY-E[GHT THOUSAND THREE
HUN�RE� �OLLARS AND 00/]00 ($38,300.00).

Subject: Appraisal of Vacar�t Lo on Jefferson Street (Wilson Pr�erty)
At your request, I have reviened the appraisal of the paricing lot on Jefferson Street.
The appraisa] was prepared by F�rbstreith Appraisal Service and sWtes an estim3te
of value of thirty nine thousand dollars ($39,000) as of January 8, 1987.
I have corttacted the appraisor ard the correct date of the appraisal is January 8, 7988.
The appraisal mnforms to all accepted appraisal standards. The appraisor considered
the three approachs to value and reconciled the valuation estimate.
I mncur with the arour�t of $39,000.
