PURPOSE: RECYCLING EFFORTS AND RF.YOKP - L.NGRGY/LWIRONMQJ'CAL ADVISORY BOARD

Wf1EAFAS, the State Legislature has mandated mimicipal recycling programs for
glass, alinnimnn, newspaper, waste oil, and plastic materials; and
WHERP.AS, the Solid Waste htanagement Board of lvinnebago Cotmty will prohibit
deposit of grass clippings and leaves in the Winnebago Coimty landfill beginning
in January, 1989; and
WHEREAS, the City of Oshkosh is responsible for collection and disposal of
solid wastes at the Co�mty landfill ; and
1UHF:RF.AS, it is in the city's best interest, both economically and environmentally,
to control landfill costs and conserve landfill space, conserve natural resources, and
rease salvageable materials; and
WHEREAS, the city has an Energy and Environrrental Advisory Board in existence to
study and recormnend recycling programs and disposal altematives.
WW, 771EI2L.FORE, BE IT RESOLVED by the Co�mion Coincil of the City of Oshkosh that
the Energy and Fiivironmental Advisory Board is requested to study dif£erent city re-
cycling and disposal programs to evaluate their feasibility, practicality, �d costs
with the assistance of the appropriate city staff.
BL IT FURTHER RESOLVED that Uie Energy and Envimnmental Advisory Board be requested
to submit a report to the Cotmnon Coimcil by September 1, 1988, outlining alternative
Rethods of disposal for various categories of solid waste that would be both practical
and cost e£fective.
