PURPOSE: APPROVE GRANTING UTILITY EASEMENT TO WISCONSIN
PUBLIC SERVICE; ADJACENT TO 2200 BADGER AVENUE
EAST OF UNIVERSAL STREET

PLAN COMMISSION RECOMMENDATION: Approved
BE IT RESOLVED by the Common Council of the City of Oshkosh that the
proper City officials are hereby authorized and directed to grant Wisconsin Public
Service Corporation a utility easement, per the attached, and the proper City officials
are hereby authorized and directed to execute any and all documents necessary for
purposes of same.

BACKGROUND
Bemis Corporation located at 2200 Badger Avenue is planning an expansion of their
industrial site which will require underground transmission of gas and electrical services
across city-owned property. Wisconsin Public Service Corporation is requesting the granting
of an easement through a vacant city-owned parcel west of and adjacent to 2200 Badger
Avenue east of Universal Street.
ANALYSIS
To provide for the transmission of these services, a 12 foot wide easement is being proposed
by Wisconsin Public Service so that the utilities may cross the city-owned parcel and be
connected to Bemis' facilities. The proposed easement area will be starting along the west
lot line of 2200 Badger Avenue running 46.2 feet west to Universal Street. This easement is
necessary for the Bemis Corporation to expand their operation and improve their business.
The Department of Public Works reviewed the proposed easement and confirmed that it will
not conflict with city utilities and will coordinate with the property owners to have appropriate
easement documents signed and recorded at the Winnebago County Register of Deeds.
FISCAL IMPACT
None anticipated.
RECOMMENDATION
The Plan Commission approved of the request at its May 19, 2015 meeting.

GENERAL INFORMATION
Petitioner: Wisconsin Public Service Corporation
Owner: City of Oshkosh
Actions Requested:
Wisconsin Public Service Corporation is requesting the granting of an easement through a vacant
city-owned parcel west of and adjacent to 2200 Badger Avenue east of Universal Street.
Analysis:
Bemis Corporation located at 2200 Badger Avenue, is planning an expansion of their industrial
site which will require underground transmission of gas and electrical services across city-owned
property. To provide for the transmission of these services, a 12 foot wide easement is being
proposed by Wisconsin Public Service so that the utilities may cross the city-owned parcel and
be connected to Bemis' facilities.

RECOMMENDATIONS/CONDITIONS
Staff recommends approval of the granting of the proposed private utility easement as requested.
The Plan Commission approved of granting the proposed utility easement as requested. The
following is the Plan Commission's discussion on this item.
Mr. Slusarek presented the item and reviewed the site and surrounding area. Ile explained the
reason for the proposed easement and reviewed the site plan depicting the location. He further
stated that the easement was necessary for Bemis Corporation's planned expansion of their
industrial site and the location of the easement would not interfere with any city utilities located
in that area.
There was no discussion on this item.
Motion by Lohry to approve granting a private utility easement adjacent to 2200 Badger
Avenue east of Universal Street.
Seconded by Hinz. Motion carried 5-0.
