DIEDRICH, INC. ($82,440.00)

WHEREAS, the City of Oshkosh has heretofore advertised for bids for the 24 Avenue
boat launch restroom renovation for the Parks Department; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

Total Bid: $82,440.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:
Acct. No. 325-0610-7214-07503 Park Improvement Fund – Buildings

RE: Bid Award-24th Avenue Boat Launch Restroom Renovation
BACKGROUND
The Common Council allocated $80,000 in the 2014 CIP Park Improvements to renovate
the restroom facility at the 24th Avenue Boat Launch. The city hired HGM Architecture,
Inc. to coordinate designs and bid specifications. The renovation includes updates to the
masonry/concrete, plumbing and plumbing fixtures, doors, windows and
thermal/moisture protection. In addition, the bid specifications provided an alternate for
replacing the current flat roof with a new pitched roof that is better for water runoff and
would make the aesthetics of the restroom facility more consistent with other park
restrooms.
ANALYSIS
Working in conjunction with the project architect and Parks Department personnel,
Purchasing reviewed and prepared bid specifications for the new restroom/shelter
building. Bids were advertised in the local paper. The bids were opened on May 14,
2015. The bid tab is attached. After reviewing the bids, it is the consensus of the
project architect and city staff that the low bid from Capelle Bros. & Diedrich Inc. met
the minimum bid specifications for this project. In addition, because of Capelle's
competitive bid, and because replacing the flat roof with a pitched roof will extend the
replacement schedule for this roof, it is the recommendation of the project architect and
staff that the roof alternate replacement be included within this renovation.
FISCAL IMPACT
The combined total fiscal impact of the renovation bid and roof replacement ($82,440),
electronic door strikes/locks ($2,900) and architectural fees ($4,800) is $90,140. This
project was budgeted in the 2014 CIP Park Improvements at $80,000 and will be charged
to A/N#: 325-0610-7214-07503. The overage for this project ($10,140) will be funded
by the 2015 Roofing/HVAC CIP budget. There are sufficient funds in the
Roofing/HVAC CIP for this project which will be charged to A/N#: 323-0130-7214-
06535.
RECOMMENDATION
The project architect and City staff recommend this bid be awarded to Capelle Bros. &
Diedrich, Inc. for $82,440.
