Brand, Public Works Utility Bureau Manager�V DATE: May 21, 2015 RE: Change Order No. 2 for Public Works Contract No. 13-24 WWTP Control System, Influent Pumping, &Aeration System Blower Upgrades August Winter and Sons, Inc./$90,275 BACKGROUND Change Order No. 2 for Contract 13-24 is scheduled for consideration by the Common Council at the May 26, 2015 meeting. The contract was originally awarded to August Winter and Sons in January 2014 to replace aging influent pumping equipment, control systems, and aeration system blowers. When replacing and retro fitting equipment in a production facility setting, we occasionally encounter conditions that were unanticipated and require modifications to the plans. We also encounter situations where improvements can be made to add long-term value to the project. The project is approximately 40%complete. ANALYSIS The four major items in this change order include: upgrading to LED light fixtures in the influent wastewater screening area, which will reduce lighting operation and maintenance cost in a hazardous area; enlarging the concrete pad and removing unsuitable soils in the area of the new transformer; adding labeling to the wiring in the supervisory control centers to show existing wire numbers and new wire numbers for trouble shooting purposes; and modifying electrical wire feeders to adjust for site conditions and electrical code requirements in the pump room. All items related to this change order was reviewed by CH2M HILL, our consultant on the project, and were found to be reasonable and within expected costs for the work performed. FISCAL IMPACT The original contract amount was for $4,210,500. Change Order No. 1 decreased the budget by $50,000. Change Order No. 2 is for $90,275. The revised contract price with this change order is $4,250,775. This project is included in the 2014 Capital Improvements Program under the Major Equipment(Sewer Utility Fund). RECOMMENDATIONS I recommend approval of Change Order No. 2 to Contact No. 13-24 in the amount of$90,275 to August Winter and Sons, Inc. Approved: Mark A.
