FOR DESIGN OF LIBBEY/NICOLET WATERSHEDS NORTH MAIN STREET AREA STORM WATER DETENTION BASIN ($189,600.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to enter into and take those steps necessary to implement an appropriate professional services agreement with AECOM Technical Services, Inc. for design and bidding support services related to the Libbey-Nicolet North Main Street Area Detention Basin in the amount of one hundred eighty-nine thousand six hundred dollars ($189,600.00) Acct. No. 561-2010-1799-00000 Storm Water Utility – Construction in Progress n ON THE WATER 011-KOIH MEMORANDU TO: Honorable Mayor and Members of the Commo' i FROM: James Rabe, Civil Engineering Superviso, DATE: May 21, 2015 RE: Engineering Services Agreement for Libbey-Nicolet North Main Street Area Storm Water Detention Basin Design Services AECOM Technical Services, Inc. (AECOM) ($189,600) BACKGROUND AECOM began the watershed-wide storm water management plan analysis for the Libbey Avenue and Nicolet Avenue Watersheds in 2009. In 2010, the Department of Public Works began implementing flood reduction projects within the watersheds with the construction of the Oshkosh North High School Area Wet Detention Basin. Acquisition of the land necessary for the construction of the North Main Street Area Detention Basin began in 2012. The construction of the North Main Street Area Detention Basin is expected to occur in 2016. ANALYSIS The Department of Public Works has requested a proposal from AECOM to provide design and bidding support services for the Libbey-Nicolet North Main Street Area Detention Basin. AECOM was chosen due to their staff familiarity with the City of Oshkosh, the Libbey-Nicolet Watershed, and previous work within this watershed. FISCAL IMPACT The cost of the proposal is $189,600. Funds for this project are included in the Storm Sewer section of the 2015 Capital Improvement Program. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the proposal and in accordance with Section 12-16 of the Code, I am hereby recommending that the Common Council approve this agreement. Approved, Mark A.
