Urben, General Services Manager DATE: May 15, 2015 RE: Approve Lease for Turf Utility Vehicle- Lakeshore Municipal Golf Course BACKGROUND The 2015 Lakeshore Municipal Golf Course (LMGC) operating budget has been allocated $10,000 with the intent of funding the first year of a five year lease to purchase a new turf utility vehicle. This vehicle will be used to address various golf course operations including spraying/applying herbicides and pesticides and hauling and unloading materials. The current vehicles used for these operations do not have the weight or volume levels to be productive and when loaded for use they have neither the power or brake capacity to operate safely or efficiently. In addition the excess hours, age and parts availability of the current vehicles make them impractical to justify further investments of repairs and maintenance. A new turf utility vehicle will have larger capacity to accomplish more tasks in a shorter period of time, require less travel time to refill and provide more features to enhance course operations. ANALYSIS Working with LMGC staff Purchasing researched vendors for a new turf utility vehicle. Staff concluded only one manufacturer (John Deere) could provide a vehicle that could incorporate all the necessary implements for LMGC operational needs including being able to accommodate a 300 gallon sprayer. The new unit would include a John Deere 2020A ProGator, a John Deere HD300 Sprayer and a Dakota 401 Turf Tender Top Dresser/Spreader. JW Turf is the assigned John Deere dealer for our territory. The cost for this unit before financing is $44,795. Purchasing solicited financing terms from four municipal leasing firms for a five year (60 month) lease and received proposals with annual percentage rate percentages from 4.0%-5.05%. Trade-in of the current vehicles was factored into the proposals. Purchasing determined the most competitive lease financing for this unit was from John Deere Financial which offered a 4.0% APR on 60 monthly payments for $822.22/month for a total amount financed of $49,333.20. At the completion of the lease the city would own the unit for one dollar. The unit has a 20 year anticipated life span. The lease also includes a "non appropriation of funds" clause that allows the city to return the vehicle if annual budgets are not funded appropriately during the lease term. FISCAL IMPACT The 2015 LMGC annual budget has allocated $10,000 for the first year of an intended five year lease for this vehicle. The annual lease payments for this vehicle will be $9,866.64. These lease payments would be charged to A/N#: 517-0630-6440-00000. i3 RECOMMENDATION Staff recommends the Council authorize entry into the 60 month lease with John Deere Financial for this vehicle as proposed.
