PURPOSE: APPROVAL OF SPECIAL EVENT / BEAR CROSSING FOODS,
LLC / UTILIZE SUNNYVIEW EXPOSITION AT WINNEBAGO
COUNTY FAIRGROUNDS FOR THEIR GREATER WISCONSIN
OUTDOOR & SPORTSMAN FESTIVAL / JUNE 12, 13 & 14, 2015
INITIATED BY: CITY ADMINISTRATION
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that approval is granted to Bear Crossing Foods, LLC (Nickie Frank) to utilize the
Sunnyview Exposition at Winnebago County Fairgrounds on Friday, June 12, 2015, from
2:00 p.m. to 8:00 p.m., Saturday, June 13, 2015, from 10:00 a.m. to 7:00 p.m., and
Sunday, June 14, 2015, from 10:00 a.m. to 4:00 p.m. for their Greater Wisconsin Outdoor
& Sportsman Festival in accordance with the municipal code and the attached application,
with the following exceptions/conditions:
A. An exception to Ordinance 6-6 of the City of Oshkosh Municipal Code is
hereby approved to allow for an educational bear exhibit to be exhibited
during this event. The animals shall be provided sufficient food, water and
shelter and adequately secured at all times while they are present within the
City. The animals shall be removed from the City upon conclusion of the
event.
B. An exception to Ordinance 17-4 of the City of Oshkosh Municipal Code has
been approved by the Chief of Police to allow a firearms demonstration to be
held on Sunday, June 14, 2015 from 1 pm to 2 pm.
C.
BE IT FURTHER RESOLVED that as a condition of approval, the Event Organizer
shall pay the City’s actual costs for extraordinary services.

RE: Patrick Flanagan Exhibition Performance June 14 2015
Matt,
This letter is pursuant to our meeting at the Coughlin Center with regards to the performance by Patrick Flanagan on
June 14 2015.
I am attaching the layout and information from Mr. Flanagan that I received directly from him for your discussion with
our police chief.
It was agreed that we will rope off an area in conjunction with Mr. Flanagan's layout to ensure safety of crowd traffic
and will block off any additional access to the performance area.
Mr. Flanagan shoots a 12 gauge shotgun all rounds are one ounce birdshot #8. All rounds are verified by our lead
hunting advisor Otto Reetz. Targets are clay pigeons, various produce items such as heads of lettuce, watermelons and
such. Some targets include small reports similar to firecrackers. These items are thrown by hand and are not
"launched" by any type of machine. It is a very safe but entertaining performance by this multi world record holder.
Mr. Flanagan has performed at this location approximately 5 years ago without incident. He takes extra precaution to
ensure safety and enjoyment for the audience.
Patrick is a hometown success story and we would greatly appreciate permission to allow him to perform at our first
annual event. This event will be focused on getting families involved in outdoor recreation and his performance on our
closing day will make a positive impact on the community.
The staff at the GWOSF will be on site and monitoring the performance area to ensure safety and enjoyment of all
attendees.
The shots will be aimed to the Northeast away from cars, and in working with Winnebago County Parks Director, Rob
Way, in a safe zone of the park, northeast of the brick garages on the north side of the grounds.
We are hoping that you will grant permission for this one time performance having confidence that we will ensure public
safety as well as entertainment.

Dear Ms. Frank:
Pursuant to the authority granted me in Oshkosh City Ordinance 17 -4(A), Patrick Flanagan is
approved to discharge or fire a shotgun within the limits of the City of Oshkosh for the
purpose of live demonstration of his shooting skills as part of the Greater Outdoors Sports
Show at the Winnebago County Expo Center on June 12-14,2015.
I have reviewed the location and security plan for the shooting demonstration. I understand
that Mr. Flanagan has conducted these types of demonstrations at other similar events in
other communities, and has had a positive safety record in the past at those events, The type
of Firearm and ammunition to be used, as well as the direction of the shooting, seems
appropriate for the venue. I ani satisfied that measures will be taken as appropriate to help to
ensure a safe event.
