HomeMy WebLinkAbout24. 15-262 MAY 26, 2015 15-262 RESOLUTION (CARRIED___6-0_____LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: APPROVAL OF SPECIAL EVENT / BUSINESS IMPROVEMENT DISTRICT (BID) MARKETING CONSORTIUM / UTILIZE CITY STREETS & OPERA HOUSE SQUARE FOR CHALK WALK / SEPTEMBER 12, 2015 INITIATED BY: CITY ADMINISTRATION NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that approval is granted to the BID Marketing Consortium (Kyla Morris) to utilize the 400 block of N. Main Street, Market Street and Opera House Square, on Saturday, September 12, 2015, from 8:00 a.m. to 8:00 p.m. for their Downtown Oshkosh Chalk Walk, in accordance with the municipal code and the attached application, with the following exceptions/conditions: A. Clean up to be completed through a combination of the use of a sidewalk sweeper and low power powerwashing of any remaining residue as approved by the City of Oshkosh Department of Public Works. B. C. BE IT FURTHER RESOLVED that as a condition of approval, the Event Organizer shall pay the City’s actual costs for extraordinary services. Purpose; To provide a safe family focused event Downtown Oshkosh featuring one of the strength of this city - art. This is sponsored by the BID Marketing Consortium as a means to increase foot traffic to Downtown Businesses. History: In 2014 Committee members put on the first ever Downtown Oshkosh Chalk Walk. Over 40 artists, 35 Businesses and over 50 children participated in last year's event. We expected around 3000 patrons to visit the event throughout the day and ended up having 5000+ attendees. Chalk Festivals have become a staple of many Downtowns as a way to showcase the community's art. Based around Appleton's Chalk Festival and Wausau's Chalk Festival, the Downtown Oshkosh Chalk Walk is looking to make this a yearly event and a staple for Downtown Oshkosh. Time Frame: Saturday September 12th from 6:30AM - 9PM Artists will begin creating at SAM with a closing ceremony at 7:30PM. Materials: Each artists will be provided with an assigned sidewalk space approx. 4' x 4' Materials Used: Non -Toxic Koss International Brand Color Pastels (Chalk) *Please see attached documents for Non -Toxic Reports and a case study by UWO Geology and Chemistry Professors for more information on Non -Toxic components in the materials to be used. Street Closures: The Use of Opera House Square and Market Street Plan: - Participants will be artists from around Wisconsin, students from UWO, students from High Schools in and around Oshkosh, groups and individuals. - All Chalk Art will be created on the sidewalks of the square. Artists will be provided with Non -Toxic Pastels (Chalk). - Back up for Rain - the following Saturday, September 19, 2015. If it rains on our back -up date - event will be cancelled. - Food Vendors at the event will be local Downtown Businesses and Non Profit Organizations with valid licenses /permits. They will not be cooking on site - all food will be prepared prior to event. - Garbage cans will be utilized throughout the designated area and monitored by volunteers. - An information table will be set up by the Sun Dial fountain and manned throughout the event for communication. Oversight: - The committee and volunteers will be responsible to monitor compliance with safety and materials. Clean Up: - There will be no cleanup plan as chalk is Non - Toxic. This will encourage visitors to visit Downtown after the event. Wausau and other cities cover artwork and turn off sprinkler systems to keep chalk art on sidewalks for as long as possible, as the attraction keeps businesses busy during the summer months. Public Safety: - Volunteers will be actively monitoring throughout the event and if needed will utilize 911 for all emergency needs. Downtown Businesses will provide any needed restrooms; the public can individually purchase food and beverages. BID is a part of the City of Oshkosh and shares insurance.
