HomeMy WebLinkAbout32. 15-270 MAY 26, 2015 15-270 ORDINANCE FIRST READING (CARRIED______ LOST_______ LAID OVER_______ WITHDRAWN_______) PURPOSE: APPROVAL OF CHANGES IN THE CEAPE AND OTTER EAST PARKING LOTS INITIATED BY: PARKING UTILITY COMMISSION A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27B OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PERMIT PARKING AREAS. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27B of the Oshkosh Municipal Code pertaining to public parking areas is hereby amended as follows: Remove Therefrom: Ceape lot stalls 141-150 designated as 24 hour leased parking stalls Add Thereto: Ceape lot stalls 141-150 designated as permit parking stalls Remove Therefrom: Otter Street East stalls 61 and 62 designated as permit parking stalls Add Thereto: Otter Street East lot stalls 61 and 62 designated as leased parking stalls SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #15-XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27B OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PUBLIC PARKING AREAS) on June 9, 2015. The ordinance changes leased and permit parking areas in Ceape and Otter Street East parking lots. City of Oshkosh TRANSPORTATION DEPARTMENT OfHKOIH TO: Honorable Mayor and Members of the Common Council FROM: Jim Collins, Director of Transportation DATE: May 15, 2015 RE: Permit and leased stall changes in the Ceape Avenue and Otter East public parking lots. BACKGROUND 100 North Main Street previously had leased 15 twenty-four hour stalls in the Ceape Avenue lot. Recently, they have decided they only need 5 leased spots and cannot afford to pay for more than that. Therefore we are requesting 10 spots be converted to permit parking which is consistent with the layout of the lot. The post office has a couple employees that park in the Otter East Lot. These employees were parking in the permit parking spaces and had not been ticketed until recently. I had discussions with the Postmaster about her options. The Postmaster requested leasing 2 spots in this lot. The Parking Utility Commission recommends approval of these requests(3-0). ANALYSIS Ceape Lot — We may be able to lease the 10 spots that 100 North Main Street is relinquishing in the future to either City Center or the County. Both have made inquiries about available parking in this lot for future purposes. Otter East Lot— By allowing the Post Office to lease these two spots, we will be guaranteeing that each of these stalls generates $240 in revenue per year. With permit parking, those stalls may or may not be used and someone may or may not buy a permit. FISCAL IMPACT The initial fiscal impact of 100 North Main Street leasing 10 less spots is a potential $200 loss per month. However, it is possible that other parties will buy permits or lease the spots in the future. The impact of leasing two spots to the post office in the Otter East Lot is an increase of$40 per month. RECOMMENDATION Section 27B of the Municipal Code outlines parking restrictions in city owned parking lots.
