The Common Council of the City of Oshkosh does ordain as follows: SECTION 1. That Section 19-7 (H) shall be created as follows: 19-7 (H) FISHING PROHIBITED No person shall fish from any of the City boat launch docks. SECTION 2. This ordinance shall be in full force and effect from and after its passage and publication. SECTION 5. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #15-XXX A GENERAL ORDINANCE OF THE CITY OF OSHKOSH CREATING SECTION 19-7 (H) PERTAINING TO BOAT LAUNCH REGULATIONS PROHIBITING FISHING FROM CITY BOAT LAUNCH DOCKS, on June 9, 2015. The ordinance prohibits fishing from any City boat launch dock. City of Oshkosh Parks Department 805 Witzel Ave PO Box 1130 Ray Maurer O�J^� Oshkosh,236-5080 (920) Director vJ (920)236-5080 (920)232-5316 FAX oN THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Ray Maurer, Parks Director DATE: May 21, 2015 RE: Adopt Ordinance to Prohibit Fishing From City Boat Launch Docks BACKGROUND Our department has seen a significant increase in the number of fishermen/boater conflicts where fishermen are using the boat launch docks and impeding boaters from getting their boats in and out of the water. This has been particularly noticed, and complaints have been received continuously, at the Steiger Park boat launch by the Seniors Center. We have had boaters notify us of people being hooked by the fishermen as well as fishing lines getting caught in boat props, etc. ANALYSIS Although Steiger Park boat bunch seems to generate the highest number of conflicts and complaints, we have had issues at other boat launches as well. The Advisory Park Board discussed this issue at their May 11, 2015 meeting. Board members agreed that this has become an issue that must be dealt with for safety reasons as well as to avoid potentially escalating conflicts at the boat launches. The Board noted that a number of fishing docks have been constructed throughout the city to accommodate fishermen and there is ample opportunity for fishing from the shoreline in the city as well. Signage would be posted at the boat launch docks informing the public of this restriction. The Board unanimously recommended adoption of the ordinance. FISCAL IMPACT The fiscal impact of this ordinance would be the cost for signage by our Transportation Department staff RECOMMENDATION Staff recommends the Common Council adopt the ordinance.
