HomeMy WebLinkAbout40. 15-278 MAY 26, 2015 15-278 RESOLUTION (CARRIED___6-0_____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE USE OF SPHEROID-STYLE WATER TOWER FOR THE REPLACEMENT OF THE EXISTING MARION ROAD WATER TOWER INITIATED BY: PUBLIC WORKS DEPARTMENT WHEREAS, as part of the process for replacement of the Marion Road Water Tower, city staff sought input from neighboring property owners and other community members in an informal advisory committee; and WHEREAS, the Marion Road Water Tower Replacement Project Stakeholders Committee narrowed the type of structural design for the tower to a spheroid-style or a composite-style water tower but was divided on the recommendation between a spheroid-style or a composite-style water tower; and WHEREAS, staff is recommending a spheroid tower structure because the narrower support column will have less visual impact than the larger composite tower. NOW, THEREFORE BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are authorized and directed to proceed with the preparation of structural design plans for the Marion Road Water Tower using a spheroid-style tower. Gohde, Interim Director of Public WorksS`j DATE: May 21, 2015 RE: Approve Use of Spheroid-Style Water Tower for the Replacement of the Existing Marion Road Water Tower BACKGROUND The Marion Road Water Tower Replacement Project Stakeholders Committee, which was comprised of a variety of community representatives, convened in March and April to provide input on the design and location of the new Marion Road Water Tower. The committee was split on the recommendation between a spheroid-style or a composite-style tower. The design team is ready to begin preparing the structural design plans. In order to proceed, a water tower style must be selected. Staffs recommendation is to proceed with a spheroid tower. ANALYSIS Both tower styles will meet the needs of the City and both have similar life cycle costs. The spheroid towers support column is narrower than a composite towers support column. The smaller column will have less visual impact than the larger composite tower. A decision on tower type will allow the structural design to commence, with the goal of awarding a construction contract in 2015. The selection of one tower type over another will limit which aesthetic options are available. The painting of the tower, including the base color and artwork, can be determined in the future and incorporated into the plans before the project is sent out for bids. FISCAL IMPACT Funds for this project are included in the Property Improvements (Water Utility) section of the 2015 Capital Improvement Program. RECOMMENDATIONS I am hereby recommending that the Common Council approve the option to proceed with the design of the spheroid-style water tower. Approved, Mark A.
